The Kellogg Commission on the Future of State Universities and Land-Grant Colleges, in Returning to our Roots: Toward a Coherent Campus (2000), focused on the fragmented university as the fundamental problem of the public universities. The uni-versity has become an institutionally fragmented aggregation of departments. The primary loyalties of scholars are increasingly directed away from their immediate colleagues, students, and institutions toward national and international societies and associations of their disciplinary peers (p.10). Counties need to play a pivotal role in these actions and the Wisconsin Counties Association (WCA) should be the organization through which dialogue and cooperation occur.
