The plan combines sections of a draft framework and a settlement plan, including suggestions from all parties to the conflict. "The new plan has taken into consideration many of the demands as possible by both sides in the conflict," a diplomat told IRIN from the Moroccan capital, Rabat, on Tuesday. "In the search of peace there are bound to be compromises that each side takes and no solution should be imposed on them. We strongly believe that the peace plan now is a good compromise," he added.

A guerrilla war with the Polisario Front contesting Rabat's sovereignty ended in a 1991 cease-fire; a referendum on final status has been repeatedly postponed and is not expected to occur until at least 2002. 1UpTravel's Guide to Western Sahara Geography of Western Sahara - Highlights the location, map references, area, land boundaries, climate, natural resources, land use, natural hazards, environment, and geography of Western Sahara
Western Sahara The sovereignty of the western sahara remained the subject of dispute between Political rights for the residents of western sahara were circumscribed. http://www.state.gov/g/drl/rls/hrrpt/2002/18292.htm
Extractions: The sovereignty of the Western Sahara remained the subject of dispute between the Government of Morocco and the Polisario Front (Popular Front for the Liberation of the Saguia el Hamra and Rio de Oro), an organization seeking independence for the region. The Moroccan Government sent troops and settlers into the northern two-thirds of the Western Sahara after Spain withdrew from the area in 1975, and extended its administration over the southern province of Oued Ed-Dahab after Mauritania renounced its claim in 1979. Since 1973 the Polisario has challenged the claims of Spain, Mauritania, and Morocco to the territory. Moroccan and Polisario forces fought intermittently from 1975 until the 1991 ceasefire and deployment to the area of a United Nations peacekeeping contingent, known by its French initials, MINURSO. In 1975 the International Court of Justice issued an advisory opinion on the status of the Western Sahara. The Court held that while some of the region's tribes had historical ties to Morocco, the ties were insufficient to establish "any tie of territorial sovereignty" between the Western Sahara and Morocco. The Court added that it had not found "legal ties" that might affect the applicable UN General Assembly resolution regarding the decolonization of the territory, and, in particular, the principle of self-determination for its people. Sahrawis (as the persons native to the territory are called) lived in the area controlled by Morocco, as refugees in Algeria near the border with Morocco, and to a lesser extent, in Mauritania. A Moroccan-constructed berm or sand wall encloses most of the territory.

While the event is fresh in my mind, I want to write down my thoughts and suggestions for those considering this event in the future. Let me start by saying that I am not a competitive runner. I am a recreational trail runner but have finished two JFK 50 Milers and several of David Horton's 50K trail runs. Twice a month I will do a 20 to 25 mile-long slow run on the Appalachian Trail. Most trail runners have the physical capacity to finish the Sahara Marathon.

THE Government of Western Sahara operates not from its own capital city, L'ayoun, but from a small patch of desert over the border in Algeria. Here there is another L'ayoun, just as there is another Smara, Aoserd and Dakhlathe Saharawis, who have lived in refugee exile for the last three decades, named their own 'temporary' settlements after the major cities of their homeland. The real L'ayoun the refugees dream of is a city under guard. It remains a dusty, modest place with no notable architectural features, despite significant investment by the occupying Moroccans over the past 30 years.
