E-Mail our Webmaster The West Virginia Commission on the Arts (WVCA) of the West Virginia Division of Culture and History awarded $3,162,730 to 126 applicant organizations and individual artists (list attached) at meetings held in June and September, 2002. Grant recipients are located in 35 counties of the state. To be eligible to receive grant funding, arts and community organizations, which may include museums, arts centers or galleries, and private schools must be non-profit with a 501(c)3 status. Public educational institutions, school boards, local or county government agencies and colleges and universities are eligible as well. In addition to the PDA program, grants were awarded for Arts in Education (AIE) projects, arts programming and staff support. The AIE program encourages the development of comprehensive arts programs that affect the educational environment for all students and community members in West Virginia. AIE grants include Artist in Residence, Special Projects and Touring Grants. Arts programming funds can apply to the Major Institution Support Program (groups with a minimum operating base of $1,000,000) as well as Mid-sized Arts Organizations (groups with budgets of $150,000 - $999,999). There is also a Re-granting, Touring, Performing Arts, Visual Arts, Media Arts, and Folk and Traditional Arts program which offer granting opportunities.

A series of community dialogue meetings were held across the state in 1999 as part of the West Virginia Initiative to Improve End of Life Care funded by the Robert Wood Johnson Foundation. West Virginia is among only 17 states to receive such funding. During these community dialogue meetings, West Virginians identified the need for greater attention to advanced care planning, including where death occurs, greater access to palliative care and hospice services, and greater attention to pain management at the end of life. The Initiative to Improve End of Life Care also surveyed pharmacists, physicians, nurses, and social workers across the state. Most health care professionals rated end-of-life care in West Virginia as only fair. Several challenges to improving end- of-life care are pronounced in West Virginia. They include a large proportion of elderly living in rural areas and a higher percentage of deaths from chronic disease than in other states.

Milwaukee will receive $500,000 for the first year of the program, renewable for an additional four years depending on success. Ielapi was born and raised in Clarksburg, West Virginia. He graduated from Notre Dame High School with the class of 1977 and graduated from Fairmont State College in 1981 with a Bachelor of Science degree in Business Administration. Warden Ielapi began his career with the Division of Corrections in 1981 as the Director of the Instructional Media Center at the West Virginia Industrial Home for Youth. He served as Deputy Superintendent from 1987 until 1989, and as Superintendent from 1989 until 1998. He then transferred to Pruntytown Correctional Center where he served as the Associate Warden of Operations until his appointment as Warden on 10 July 2002. Warden Ielapi is married to the former Christine Marie Bonasso of Clarksburg, West Virginia.
