The award was given to the Digital Divide Bridging Blocks project, a statewide telecommunications initiative for all West Virginia schools. The benefits of the statewide approach have provided more than $26.5 million in E-rate discounts for West Virginia schools. âThe significance of this project for West Virginia is immeasurable,â said Gov. Wise. âElectronic tools help students and educators in every corner of West Virginia prepare for lifelong learning.â The Telecommunication Act of 1996 telecommunication provides discounts for schools to access the Internet. The WVDE Office of Technology and Information Systems completed an application for every school in the state. âInternet access to our students and our teachers has truly bridged the digital divide and permitted us to bring affordable telecommunications to students, educators, communities and citizens," said Phyllis Justice, project leader.

"This will mark the first time Lexus has produced engines outside of Japan," said Tag Taguchi, president and CEO of Toyota Motor North America. "This decision shows the high level of confidence Toyota has in the outstanding West Virginia team members." Toyota plans to invest an additional $50 million for equipment and tooling to accommodate Lexus V6 engine and automatic transmission production, as well as to expand capacity of the four-cylinder line at the Buffalo plant by 40,000 engines annually. The four-cylinder line adds production for Toyota's new Matrix, just introduced at the Detroit auto show, and for the GM Vibe, to be produced at New United Motor Manufacturing.

In a list ranking smaller metro areas, Wheeling, W.Va.-Ohio earned the 57th slot this year up from 90th last year. Steubenville-Weirton, Ohio-W.Va. was 71st, up from 91st last year. Parkersburg-Marietta, W.Va.-Ohio rose to 62nd from 80th last year. Cumberland, Md.-W.Va. rose to 74th from 79th last year. Earlier this year, Charleston ranked No. 83 in the Ladies Home Journal list of the best 143 cities with fewer than 300,000 people in terms of categories that matter to women. Included in the judging criteria were such things as crime rates, education achievements, child-care quality and the presence of women in local government.
