I am Dr. William Dietz, Director of the Division of Nutrition and Physical Activity at Centers for Disease Control and Prevention. I am pleased to be here today to participate in this important discussion of the obesity epidemic. Burden of Obesity The burden placed on our society by obesity and related chronic diseases is enormous. In the last 20 years, obesity rates have increased by more than 60 percent in adults. Since 1980, rates have doubled in children and tripled in adolescents. More than 25 percent of the adult population in the United States is obese, or approximately 50 million adults. Almost 15 percent of our children and adolescents are overweight, or approximately eight million youth. Rates of obesity have increased more rapidly among African Americans and Mexican Americans than among Caucasians. Obesity in the United States is truly epidemic. We have already begun to see the impact of the obesity epidemic on other diseases. For example, type 2 diabetes, a major consequence of obesity, also has increased rapidly over the last 10 years. Although type 2 diabetes was virtually unknown in children and adolescents 10 years ago, it now accounts for almost 50 percent of new cases of diabetes in some communities. Obesity is also a major contributor to heart disease, arthritis, and some types of cancer. Recent estimates suggest that obesity accounts for 300,000 deaths annually, second only to tobacco related deaths.

The Food Stamp program is one such program, providing families with money to buy food. But learning how to put that money to its best use can be difficult. The Families First-Nutrition Education and Wellness Systems (FF-NEWS) program was designed to address this need. FF-NEWS is simultaneously an outreach and an intervention program for participants in the Food Stamp Program's Nutrition Education. Through FF-NEWS, Food Stamp participants learn how to plan, select, and prepare meals consistent with their cultural traditions and family resources, while improving their overall health, and that of their family members. West Virginia State University Extension is the only provider of FF-NEWS in West Virginia. The program is comprised of four distinct modules - Food Preference and Nutrition Knowledge, Health Status and Age-Related Nutrition, Managing Food Dollars, and Food Quality and Safety. Each module is made up of individual lessons, fifty-six in total. The instructional features are varied, and recognize that "not everything works with everyone." The foundation of the FF-NEWS approach is that some of us must see, others must hear, and others must see, hear, and do; still others must interact as they see, hear, and do!

Background The proliferation of competitive foods has raised concern among public health officials, parents, teachers, and others since many of these foods can undermine children's diets and health. National studies have found that 78 percent of high schools, 65 percent of middle schools, and 31 percent of elementary schools offered foods a la carte. A la carte items are foods sold individually by school food service during meal times rather than as part of a complete National School Lunch Program meal. A recent California study found that in 71 percent of surveyed school districts, a la carte items accounted for up to 70 percent of all food sales at schools, with popular items including fast foods such as pizza, cookies, and chips. Unlike the National School Lunch Program, these foods are not required to meet any nutritional standards. The high presence of fast foods as a la carte items is a concern, as they tend to be of limited nutritional value and contain high levels of fat, salt, and sugar.
