Targeting poverty by geography: the case of the West Bank and Gaza Astrup, C.; Dessus, S. / Workshop on the Analysis of Poverty and its Determinants in the MENA Region This paper constructs a detailed poverty map of the West Bank and Gaza, by estimating the incidence of poverty in 132 distinct localities. It derives the estimates by combining econometric analysis of the Palestinian Households Survey with information contained in the Palestinian Census from 1997. The results suggest that the incidence of poverty indeed differs greatly across localities. This indicates that it may be efficient to base targeting of the poor on the geography of poverty in the West Bank and Gaza. Specifically, this paper shows that geographic targeting compares favourably, in terms of low leakage rates, to targeting mechanisms based on observable characteristics of potential beneficiaries. It also illustrates that targeting efficiency may be further improved by combing the two types of targeting mechanisms. [Author]

Extractions: May 31, 2002 On May 31, 2002, Dr. David Newman, founder and chair of the Politics and Government Department at Ben-Gurion University of the Negev, addressed three major components of the geopolitical discourse in Israel and the West Bank. Dr. Newman began his lecture by asserting that discussions of security, water, and settlement issues must be prefaced with a determination for conflict-resolution, and with a resolve to establish two states, with two territories determined by a strong border. Israels security discussions, until recently, focused on retaining control of the Jordan Valley and the Golan Heights. The Jordan Valley, Israels eastern border, provided Israel with a defense from incursions of petty armaments, and allowed more control of the West Bank. Israel perceived that the loss of control of the uplands would impart Palestinians with the military advantage of stationing weaponry that would overlook Israeli cities. During former Prime Minister Baraks administration, Barak surprised his army by saying that Israel no longer needed the Jordan Valley to ensure security in the region. Today, the security threat is nuclear, rather than a military threat directed at micro-territories; thus, the security discourse is no longer the prevalent issue in Israels geopolitical discussions. Dr. Newman concluded by reiterating his point that any resolution must be reached through the agreement for continuous, compact territories on both sides of the Green Line. In past negotiations, 85% of the fine points of these issues were addressed, and approximately 80% were resolved. Dr. Newman explained that the absence of the big issues, a willingness for discussion and mutual efforts toward peace, are hindering the development of the smaller problems solutions.

Extractions: by Jimmy Dunn Geography Thebes was never a perfect position from which to rule Egypt. Perhaps that is why Memphis , even when it was not Egypt's capital, was nevertheless an important administrative center. Thebes really gained its importance as a religious center, along with the fact that it was an ideal location for an ancient Egyptian necropolis. The ancient Egyptians considered the west side of the Nile, was where the sun entered the netherworld, and was thus associated with the afterlife. The flat plain on the West Bank of the Nile River at Thebes stretched from the river to a mountain chain with numerous secluded valleys that threaded through tall, soft stone cliffs. What really made this site perfect was the aspect of mortuary temple and tomb combinations. Ever since the pyramid age, rulers of Egypt built a mortuary temple dedicated to their cult, together with their actual tomb. The West Bank at Thebes provided the flat plain they needed for the temple, while their tombs could be hewn from the limestone of the valleys beyond.
Newsletter: October 2001 - Training The geography of Poverty on the Palestinian Territories, by Claus Astrup and Using this poverty line, 25.3 percent of the population in the west bank http://www.erf.org.eg/nletter/oct01_7.asp
Extractions: FORUM, VOL. 8, NO. 2, October 2001 Meetings The Geography of Poverty on the Palestinian Territories, by Claus Astrup and Sebastien Dessus In this article the methodology used for constructing poverty maps for the West Bank and Gaza is summarized. Results of this work on the geography of poverty in the Palestinian territories suggest that, despite the limited size of the West Bank and Gaza, there exist large and significant differences in the incidence of poverty across localities. These are the outcome not only of variations in the topography, climate, and vegetation across locations, but also of large differences in the quality of habitation and accessibility to public services, and the political status conferred to the different areas by the Oslo agreements. This is accentuated by significant differences in the mobility of the Palestinian population depending on their place of residence through the enforcement of Israeli security measures . Geographical aspects of economic patterns and behaviors are receiving increasing attention from economists. Whether it directly concerns geographical issues, as in transport, natural resource or agricultural economics, or more indirectly the impact of location or climatic conditions on income, trade, or labor flows, the geographical dimension is now commonly accounted for in economic analysis.

Extractions: Geography of Israel World Facts Index Israel Map of Israel Israel is located at the eastern end of the Mediterranean Sea. It is bounded on the north by Lebanon, on the northeast by Syria, on the east and southeast by Jordan, on the southwest by Egypt, and on the west by the Mediterranean Sea. Before June 1967, the area composing Israel (resulting from the armistice lines of 1949 and 1950) was about 20,700 square kilometers, which included 445 square kilometers of inland water. Thus Israel was roughly the size of the state of New Jersey, stretching 424 kilometers from north to south. Its width ranged from 114 kilometers to, at its narrowest point, 10 kilometers. The area added to Israel after the June 1967 War, consisting of occupied territories (the West Banksee Glossaryand the Gaza Strip) and annexed territories (East Jerusalem and the Golan Heights) totaled an additional 7,477 square kilometers. The areas comprised the West Bank, 5,879 kilometers; the Gaza Strip, 378; East Jerusalem, 70; and the Golan Heights, 1,150. Topography The country is divided into four regions: the coastal plain, the central hills, the Jordan Rift Valley, and the Negev Desert. The Mediterranean coastal plain stretches from the Lebanese border in the north to Gaza in the south, interrupted only by Cape Carmel at Haifa Bay. It is about forty kilometers wide at Gaza and narrows toward the north to about five kilometers at the Lebanese border. The region is fertile and humid (historically malarial) and is known for its citrus and viniculture. The plain is traversed by several short streams, of which only two, the Yarqon and Qishon, have permanent water flows.

OVERVIEW: This activity gives the student with a talent for free hand drawing a chance to excel. It can be used in World History or U.S. History in conjunction with a Mid-East unit. PURPOSE: It gives the student a visual image of the boundaries of the nation states in the Middle East. The student will also visualize the crisis areas occupied by Israel. OBJECTIVES: The objective is to have the learner identify the nations in the Middle East and the Golan Heights, Sinai, and the West Bank. ACTIVITIES: The learner practices drawing a map of the Middle East free hand and labeling the critical areas of the West Bank, Golan Heights, and Sinai as well as Turkey, Lebanon, Israel, Syria, Jordan, Iran, Iraq, and Saudi Arabia. It may take a half dozen attempts before the learner feels comfortable enough to "do it for real." During the practice attempts the learner may refer to maps of the area and ask the teacher for help. The teacher monitors the practice attempts. The students then "do it for real" and are made aware of how many points the map is worth and how it will be graded. RESOURCES/MATERIALS NEEDED: Map or the Middle East. TYING IT ALL TOGETHER: Students may not have correct proportions (that's the fun of it), but they do remember where the West Bank, Golan Heights, and Sinai are
