The Senate also began debate on its amendment to H.R. 4 , the House-passed bill to fundamentally change welfare and reauthorize it for five years. Because Congress enacted a short-term extension of the 1996 welfare law which will continue until the end of March, no further legislative action on welfare is likely this year. The House and Senate agreed on a six month extension of current welfare law and policy and President Bush signed it into law. Senate Republican leaders said it was likely that the Senate would not take action on a larger reauthorization package until next year. The Census Bureau released new data showing that poverty increased and median income fell for the second year in a row in 2002. However, the increase in poverty most strongly affected formerly middle-class families in the Midwest, reflecting the ongoing crisis in manufacturing jobs. Local welfare reform is still in the very early stages of implementation and it is too early to tell what the long-term impacts will be on Santa Clara County and specifically on Sunnyvale. However, in general, the situation for welfare recipients in Santa Clara County is better than was expected a year ago primarily because: 1) the drastic federal and state benefit reductions anticipated a year ago have not taken place; 2) an effective agency collaborative effort led by the County; 3) and a strong Santa Clara County economy. Although some Sunnyvale legal immigrant residents permanently lost their eligibility for food stamps as of August 31, 1997, most of the 2,102 Sunnyvale residents receiving family welfare assistance will not face the possibility of permanently losing their eligibility for benefits until 2003. Altogether 5,783 Sunnyvale residents receive some form of public assistance (such as the California Work Opportunity and Responsibility to Kids - which replaced Aid to Families with Dependent Children or AFDC, Medi-Cal, county general assistance, food stamps and refugee assistance) - a 16% decline since October 1996.
