THE POLITICAL CHARACTERIZATION: This finding was then characterized in the context of the current Presidential election as a "blow to supporters of the charter school movement, including the Bush Administration."

This past spring, 2003, the concept of charter schools finally gained legislative support in both the State Senate and the State House of Representatives. Legislation has been readied for a final vote only to be delayed by state-wide economic concerns and special attention being focused on Boeing the budget. After concluding the regular legislative session and a special legislative session this spring, House Speaker, Frank Chopp, failed to bring the legislation to the House floor for a final vote, twice. Washington State House of Representative and Senate leaders are ready to vote in favor of approving Washington charter school legislation. Supportive votes for Washington charter schools are there and ready to be counted. As it has been before, it is only a matter of time before Washington charter school legislation is approved.
