Students who were expelled typically returned to school right away, often to a special campus for students with disciplinary problems. In Anne Arundel this fall, the term will take on a more literal meaning. Two changes in the school system's disciplinary code will leave hundreds of expelled students with no school to attend. Those under age 16, for whom school is compulsory, will be taught at home under a program designed for the sick or disabled. Those 16 and over will be on their own. Expelled students under 16 in Anne Arundel historically have attended one of two special campuses: J. Albert Adams Academy for middle-school students or Mary E. Moss Academy for high schoolers. Older students went to evening high schools.

E-mail article RSS Audrey Gablenz stared at the state's standardized test on Tuesday, ready to prove so many people wrong. If she could pass that test, if her friends could pass that test, it would show everyone: This was not a school for the slackers, the stupid, the kids who just want to get stoned. This was her school. This was the Secondary Academy for Success. "It makes me try harder," said Gablenz, 16, who enrolled in the alternative high school in Bothell a few months ago. "If you try hard for the school, maybe people will lose the stereotype a little." Starting next year, all students must pass the four sections of the 10th-grade Washington Assessment of Student Learning (WASL) to graduate. That standard presents a serious challenge for the alternative public high schools that work with struggling students. Many of those students are starting from a disadvantage, years behind in their learning and fighting a real fear of failing the test.

It's a simple reminder that what goes on inside the walls of a school is far more important than the condition of those walls or who builds them to begin with. Yet we have burdened public school administrators with the task of putting up buildings, when we really need their focus to be solely on what's going on inside those buildings. If we look around the country, and especially at our neighbors to the north in Canada, we see that providing and maintaining proper educational facilities can be done better, faster and cheaper than we do in our state. A decade's worth of observation and data tell us, when properly planned, schools constructed using public-private partnership arrangements have amazing results. Typically the structures are built in less time for less money. They can serve as a multipurpose anchor for an entire community and can enhance the local economy. Some even involve parents directly and daily in their children's education. This is exactly the type of innovation we need in Washington state, where according to some education experts, more than 80 percent of our schools need to be renovated or rebuilt.

Indianapolis Public Schools, the state's largest school system, serves students within the old city boundaries.
