This virus can cause encephalitis or meningitis, infection of the brain and the spinal cord or their protective covering. For the past five years, WNV has caused disease in the United States. In 1999, at least 62 people became seriously ill, and seven of those died. Since then, WNV has rapidly spread throughout 46 states and the District of Columbia. During the year 2000, 21 human cases of WNV encephalitis were reported in the United States, with two deaths. In 2001 there were 56 cases with seven deaths. In 2002, 4,156 human cases of WNV encephalitis or WNV fever were reported, with 284 fatalities. In 2003, more than 9,700 human cases of WNV encephalitis and fever were reported from 46 states, with at least 223 fatalities to date. In Ohio in 2003, WNV was reported in 79 of 88 counties, either in birds, mosquitoes, humans, or horses. There were 107 human and 106 horse cases identified. It is expected that WNV will continue to be a disease threat in 2004.

Duane, UCB, Associate Professor of Environmental Planning and Policy, gave at IGS in December 2000, to the California Research Bureau in January 2001, and to the Energy and Resources Group in February 2001. I think it's important to take an historical perspective on the current crisis because there has been a milieu in which the debate has progressed, that takes as given a wide set of commonly understood facts that have a lot of problems associated with them. It's also based on a very simplistic set of models of how the world works. I'm quite concerned about the panic-stricken context in which commonly accepted facts that are based on simplistic premises may then lead to solutions. There is a pathology of serial errors that propagate through the decision process, that may be traceable ultimately, by historians in two or three years, but are perhaps identifiable and can lead to a pathway in the crisis. The original restructuring debate itself was quite a historical. It was dominated by a context in which critical dissent was dismissed, and we run the risk of repeating that mistake today. Let's start with what everybody knows; and I put the word "knows" in quotes. We all read the papers. By my count, we're down to one or two errors per story, from about five or six as recently as three or four weeks ago. Everyone knows California has excessive energy costs. And the hot tub is the symbol of choice in the national news media, and particularly, if you're from the northwest, you will, "not freeze in the dark, so Californians can use their hot tubs." Second, we know that California didn't build enough power plants to keep up with demand growth. Third, we know that California has excessive environmental regulations, and that has stopped new power plants from being permitted or constructed. We know that a big part of the problem is that California froze retail rates below market prices, and that has driven utilities to bankruptcy.
