The Sacramento Bee broke the story three years later, on May 6, 2001. Today, Californians are still paying the costs of the debacle while according to state officials the power companies who manipulated the energy markets reaped more than $7.5 billion in unfair profits. During those early months of the Bush administration, and even during the prior transition period, Dick Cheney was deeply involved in gathering information for a national energy policy. The intelligence he gathered would provide justification for a war against Iraq but would also place White House footprints all over a fraud scam. This is how it all happened.

Called on last week by President Bush at a press conference, Gannon attacked Democratic Senate leaders and called them "divorced from reality." During the presidential campaign, when called on by Press Secretary Scott McClellan, Gannon linked Senator John F. Kerry, Democrat of Massachusetts, to Jane Fonda and questioned why anyone would dispute Bush's National Guard service. Now, the question of how Gannon gets into White House press conferences is coming under intense scrutiny from critics who contend that Gannon is not a journalist but rather a White House tool to soften media coverage of Bush. The issue was raised by a media watchdog group and picked up by Internet bloggers, who linked Gannon's presence in White House briefings to recent controversies over whether the administration manipulates the flow of information to the public.

Spokesman Brad Alexander said Barr was looking for a catalog of incidents in order to determine the extent of the damage and the cost of repairs to taxpayers. "He would look at the potential for hearings, depending on the extent of the problem," Alexander said, "But first we need to look at how large the problem really was."

Chief Justice William Rehnquist, a prominent conservative, severely rebuked the GOP-controlled Senate Judiciary Committee for holding up federal judicial nominations made by Clinton. Administration officials have barely been able to hide their glee that it is a conservative chief justice seemingly siding with the president. "(Clinton) has sent very moderate, highly qualified nominees to the Senate, and they deserve to be acted upon, not just delayed to death," said White House spokesman Mike McCurry. In his year-end report on the state of the federal judiciary, Rehnquist noted that 82 out of 846 judgeships about one in 10 are now vacant. He said that situation cannot continue "without eroding the quality of justice." However, Clinton did not escape unscathed from Rehnquist's critique. The chief justice criticized the president for taking so long to make nominations for some of those vacant posts.
