The guide has been developed to assist school divisions in implementing Virginia's approach to public education as delineated in the Virginia Standards of Accreditation, Standards of Learning, and State Assessment Program. Modeled on a similar guide from the Southern Regional Education Board, the document was developed by Lolita B. Hall, State HSTW Coordinator, Virginia Department of Education, Office of Vocational and Adult Education Services, and edited by Mary Grattan, librarian/editor, VVCRC. Within a 1 1/2-day period, the visiting technical assistance team reviews performance-based data provided by the site; interviews students, staff, faculty, and others; and observes classrooms and related activities. In the context of HSTW key practices, the team highlights one or two promising practices and makes recommendations of ways the site can further improve teaching and learning. The practices and recommendations feature prominently in the team's written report. The practices described below are a sampling of those observed by teams during the fall of 1997. A list of promising practices identified during the 1997-98 visits will be published in a Virginia HSTW Site Development Guide in spring of 1998.
