Though Vietnam remains a one-party state, adherence to ideological orthodoxy has become less important than economic development as a national priority. The most important powers within the Vietnamese Governmentin addition to the Communist Partyare the executive agencies created by the 1992 constitution: the offices of the president and the prime minister. The Vietnamese President, presently Tran Duc Luong, functions as head of state but also serves as the nominal commander of the armed forces and chairman of the Council on National Defense and Security. The Prime Minister of Vietnam, presently Phan Van Khai, heads a cabinet currently composed of three deputy prime ministers and the heads of 26 ministries and commissions, all confirmed by the National Assembly. A Party Congress, comprised of 1,168 delegates at the Ninth Party Congress in April 2001, meets every 5 years to set the direction of the party and the government. The 150-member Central Committee, which was elected by the Party Congress, usually meets at least twice a year.

De Tham Guerrilla Resistance De Tham, a Vietnamese resistance leader, led a thirty-year guerrilla campaign against the colonial French occupiers in the mountains near Yen The in northeastern Tonkin. In 1909 the French launched a major offensive against his forces. De Tham was involved in the 1908 Hanoi Uprising. This guerrilla resistance ended with De Tham's assassination in 1913. Hanoi Uprising June 1908 "Abortive" uprising led to French execution of thirteen rebels and hundreds of arrests. Vietnamese Troop Mutiny 16 year-old Vietnamese King Duy Tan took part in revolt and was exiled to the French island of Reunion. In their policy of colonial control, the French allowed the Vietnamese monarchy to exist as a puppet government. As with most colonial empires, the French recruited local forces to aid them. In this case, the Vietnamese troops mutinied against their rulers.

Extractions: Vietnam Government Action Plan As a growing number of Vietnamese children and women are trafficked to neighboring countries, Vietnamese and Chinese government officials met in Hanoi in May 2000 to discuss a joint strategy to overcome cross-border trafficking. Due to the illicit nature of the business, little is known about trafficked children and those who enslave them. A study conducted by the Ministry of Labor, Invalids and Social Affairs in 1999 (MOLISA) indicated that trafficked children typically belong to the poor provinces of Vietnam. Their parents are normally offered a few hundred dollars with a guarantee that their child will get a well-paid job. Instead, the children are promptly deprived of their identity papers and forced into slavery. The meeting of Vietnamese and Chinese officials in Hanoi was followed up by a field assessment and a joint survey later that year. On the basis of the gathered information a network for exchange of information was created and mechanisms to rescue the victims of cross border trafficking were introduced. Under the current plan, border guards and women's union representatives in the affected provinces will undergo training to help them meet the needs of the trafficked persons. Returning persons will be given empathetic care in shelters. Vietnam has signed and ratified the Convention on the Rights of the Child, committing itself to combat illicit transfer and trafficking of children, as expressed in article 11 and 35.

Police used tear gas, electric truncheons and water cannons to prevent demonstrators from entering Buon Ma Thuot, the capital city of Dak Lak province. The police were helped by men armed with metal bars, shovels, and machetes. At least 10 people were killed and hundreds of people were wounded. Many people did not return to their villages after the protests and are still missing. In the last decade hundreds of thousands of ethnic Vietnamese have moved to the Central Highlands, either on their own initiative or through state-sponsored transmigration programmes. The Montagnards have seen vast areas of their farmland, swiddens and forests converted to rubber, coffee and fast-growing tree plantations or flooded to make way for hydropower and irrigation dams. In February 2001, Montagnards staged peaceful demonstrations in provincial capitals in the highlands. Vietnamese authorities brought in thousands of police and soldiers who violently broke up the protests.

Several plants, including tree species, have been identified as behaving like weeds. For example an African species of acacia (A. nilotica) is being promoted in regions of Africa where it is exotic as well as in India, while in Indonesia and Australia they are trying to eradicate it as a result of its invasive behaviour. At least 19 pine species have invaded various Southern countries’ ecosystems. Eucalyptus also appear on weed lists in many countries and its invasions are displacing what remains of the native vegetation in areas of the Mediterranean region. The invasion by alien species is one of the main causes of forest degradation in many parts of the world. Nevertheless, the Vietnamese government is ignoring this problem. An area of 5 million hectares is planned to be planted with trees nationwide by 2010. The new "reforestation" project, approved at the 10th National Assembly in 1997, involves 53 provinces and cities with almost 20 million people, and will cost an estimated of more than U$S 4.5 billion. No native species will be used in this project aimed to increase present national forest cover from the current 30.2% (according to other sources, 28%) to 43%. "Forest cover" is an ambiguous concept, used in official statistics, that hides how much correspond to natural forests and how much to tree plantations, called "planted forests".

At the time there were conflicting reports about his death and that of his brother Ngo Dinh Nhu, head of the secret police. The United States Embassy in Saigon sent a vague message that the South Vietnamese leaders committed suicide. They were, in fact, assassinated by the leaders of the coup, General Duong Van Minh and Nguyen Ngoc Tho. In 1971 the Pentagon Papers, a collection of classified government documents about the Vietnam War, revealed that the U.S. government had known all along of an impending coup and had secretly planned to support Diem's successor. Although a few see it as a hopeful sign, most of Vietnam's Protestant leaders see it as a very small step on the road to religious freedom. The ECVN (S), representing over half of Vietnam's 1.2 million Protestants, received official recognition in April 2001, after some 27 years of existing in legal limbo. Hundreds of thousands of minority Christians historically related to the ECVN (S) are still considered "illegal" by the communist government. Over 400 churches in Dak Lak province were forcibly disbanded in the fall of 2002. The ECVN (S) had made the opening of a Bible college its foremost request since legal recognition was granted in 2001. For years the church had sought the return of its substantial seminary campus at Hon Chong in Nha Trang, confiscated in 1976.
