Dorta, Vermont-NEA President Discussion has begun to simmer in Vermont about the value, the process, and the broader consequences of advanced certification by the National Board for Professional Teaching Standards. A National Board certificate is valid for 10 years. The steep fee has been the most obvious inhibitor of voluntary teacher interest. Yet, the National Board fee reflects the real cost of difficult, time-consuming, and expensive work to create comprehensive standards in more than 30 pre-K through grade 12 certification fields and to carefully evaluate the candidates. The second major barrier has been the slow development and introduction of the certification fields since the inception of the National Board in 1987. Only seven certificate fields exist as of June 1, 1998. Five more will become available by December 1, 1998. However, the limited number of certification fields already covers more than 60% of today's practicing teachers, primarily in elementary generalist and core middle/secondary academic areas. The numbers of applicants and nationally certified teachers now are starting to rise as accurate information becomes more widespread and as our accomplished colleagues look for more challenging professional development opportunities. In predictable fashion, the honor rolls are swelling to over 300 successful teachers each in North Carolina and Ohio, where salary increases and bonuses, partial or full fee payment, professional days for preparation, expanded leadership roles, license renewal credits and interstate portability, and other professional incentives are offered by state governments, colleges and universities, business groups, and some local school districts.

Type of Program The Alternate Route to Teacher Certification, ARC and ARC II, are innovative programs to attract mid-career professionals into teaching. The programs consist of two major parts. The first part is either a very rigorous 8-week period of full-time intensive instruction during the summer (ARC) OR a very rigorous 24-week period of part-time instruction on Friday evenings and all day Saturday during the school year (ARC II).
