The Vermont Army National Guard went through many reorganizations in the 1960s. The Vermont Guard went from being part of the 43rd Division to the 50th Armored Division and in 1988 the Brigade rejoined the 26th Yankee Division. At the present time, Vermont's Brigade is part of the 42nd Infantry Division. Vermont has a unique history of citizen soldiers that goes back to the beginning of the country. Tracing their legacy to the Green Mountain Boys of the Revolutionary War, today's Vermont National Guard is as relevant today as it carries on the militia tradition in our nation's defense.

But it was a military recruiter standing in the hallway of his high school last year that set the wheels in motion. With wars in Iraq and Afghanistan, the U.S. armed forces are experiencing acute staffing shortages. And with the president pledging not to reinstitute the draft, recruitment pressure is on. In Vermont, a growing number of groups have set up displays in high school hallways to try to get a broader message to teens. Under federal law, military recruiters must be allowed to enter U.S. public high schools. And any high school that receives federal education funding is required to supply Washington, D.C., with the names, addresses, and phone numbers of its juniors and seniors, unless a parent or guardian asks the school in writing not to do so. In July, the Pentagon said recruitment targets for active duty units have been met, with the exception of the Army National Guard. The Guard came in 12 percent below its target this year, as more Guard members are deployed overseas.

The school invites recruiters to participate in career days and job fairs, but like most school districts, it keeps student information strictly confidential. "We don't give out a list of names of our kids to anybody," says Shea-Keneally, "not to colleges, churches, employers nobody." But when Shea-Keneally insisted on an explanation, she was in for an even bigger surprise: The recruiters cited the No Child Left Behind Act, President Bush's sweeping new education law passed earlier this year. There, buried deep within the law's 670 pages, is a provision requiring public secondary schools to provide military recruiters not only with access to facilities, but also with contact information for every student or face a cutoff of all federal aid.
