As of the 2000 census, the city had a total population of 2,741. According to the United States Census Bureau, the city has a total area of 6.5 km² (2.5 mi²). 6.2 km² (2.4 mi²) of it is land and 0.3 km² (0.1 mi²) of it is water. The total area is 4.00% water. The city's borders form a rectangle, nearly a square. The Otter Creek river travels north through the town. In the middle of town is a tall falls, at 37 feet, with a large, infrequently flooding basin. The City of Vergennes was established in 1788. It is one of the oldest established cities in the United States, and also one of the smallest. The motive of a city form of municipal government is said to have been to provide a vision for building the area as an industrial center. The Otter Creek Falls and close access to the Lake Champlain waterway was thought to be a fertile place for commercial growth. Vergennes was the original but unlasting location of the state's capital. The city's chance of expansion ended about the same time relations with Britain turned to war. Commodore Thomas MacDonough made the Otter Creek falls basin the location of his naval base. From there he built ships which later won the battle at Plattsburgh Bay.

The significant difference from previous years is that this is the first newsletter issued electronically. Although those without an email address will receive a paper copy in the mail (as quickly as snail mail allows), the vast majority of our membership will have found theirs by following instructions emailed to them. Rising production costs and an early conference meeting date precipitated our experiment in conservation. As you will note in the letter from our editor Eugene McCann those who wish a paper newsletter in the future can receive one by contacting him. If you plan on attending the New York conference, please come and give your thoughts on the future of electronic newsletters at the UGSG Business Meeting (Thursday evening, March 1st, 6:40-8:00) or sooner by email of course. In just a few weeks from now we will be meeting in New York. Although at the present time the excitement associated with that thought relates to the delayed progress of my paper, there will be many other sources upon arrival! Thanks to active members and the coordinating efforts of Board Members Sarah Elwood and Glen Elder we can promise 50 UGSG sponsored sessions. The themes represented in these sessions include a wide variety of issues reflecting the range of interests among urban geographers. New York figures centrally in some while others address the broader issues of changing geographies of citizenship, urban environments, the politics of urban development, and various scales of urban policy. Extractions: In 1996, the FGDC began to support GIS consortia from across the nation to identify projects that can test and refine the framework concept. The FGDC competitively awarded support to a number of these framework-related projects: In 1995-96, consortia from across the nation and the FGDC agreed to projects that test and refine the framework concept. Through the FDPP, projects demonstrate the sustained ability to develop the framework from locally produced data sources. CCAP and other projects test different aspects of the framework. Results will guide policies and practices for the establishment of operational framework sites. The projects also act as examples of applied framework and starting points for research and development. The total value of the 1996 projects was $2.8 million. (The contacts for those projects are current as of June 1997.) This project will create a viable technical process for the maintenance of the framework cadastral theme in North Carolina by improving statewide data sets of federally and state-owned property. On behalf of the North Carolina Geographic Information Coordinating Council (GICC), the Center for Geographic Information and Analysis (CGIA) will guide a consortium of local, state, and federal government agencies and professional organizations in the integration of cadastral data from county land records offices into statewide data sets of publicly administered parcels. The project will be based on an operational model developed by the CGIA.
