Extractions: Providing an excellent educational opportunity for each of our Vermont children is one of the most important investments we can make for the future of Vermont. However, the cost of education has increased significantly in recent years. Between fiscal year 1992 and fiscal year 2002, the revenues (from all sources) to fund public education jumped from $672.9 million to $1.052 billion. According to U.S. Census data for fiscal year 2001, Vermont ranked 8th in the nation for per pupil spending, 2nd in the nation for school spending in relation to personal income and 1st in the nation for school administration spending per pupil. In addition, according to the U.S. Department of Education, Vermont had the lowest pupil teacher ratio in the nation in fiscal year 2001. Although we want excellent educational outcomes for Vermont students, we also have to pay attention to education costs. Projected education spending increases of 4.50% in fiscal year 2004 and 4.75% in fiscal years 2005 and 2006 are not sustainable. Act 68, passed by the legislature in 2003, revised Vermonts education funding system to provide some new revenue sources. However, by fiscal year 2006, education spending is projected to outpace revenues by $15 million. We therefore need to act now to restrain the growth in education costs.

The State has estimated that there are 22,000 children under the age of six using formal child care or early education programs and up to that same number or more who use informal services. Promote efforts to improve the quality of child care and early education through the recruitment, professional development and retention of qualified child care providers and educators. As one of the Vermonts largest and fastest growing industries, regulated child care alone employs an estimated 5,000 Vermonters.

The ILN is a state-of- the art video conferencing network that connects Vermont's high schools for course sharing, professional development, curriculum resources, technical assistance, professional meetings and special events. How It Happened The ILN was offered by Verizon as part of a comprehensive Incentive Regulation Plan that was accepted by the Vermont Public Service Board in March, 2000. The Plan authorized Verizon to connect all public high schools in its service region to a high speed audio-video network, and to provide free connectivity to the network at no cost to the schools until May, 2005. The Vermont Department of Education (VT-DOE) and The Vermont Institutes through grant funds provide for the hardware, software, and technical support necessary to install a full-motion video conferenc-ing classroom in each participating high school. As schools have discovered the value of the ILN, the Network has expanded to connect all Vermont high schools, including those outside the Verizon service area. What It Does The ILN is available for course sharing among schools to expand course offerings for students. If students wish to take a course not available in their school but that is available in another school, the schools can conduct joint classes through the network. The ILN also provides professional development, Internet curriculum resources, technical assistance, and networking among local educators, the VT-DOE, The Vermont Institutes, and other service providers that become part of the network.
