I believe that the City can benefit significantly from his experienced perspective and this fresh view from beyond our community. In August, the City and UVM signed an agreement providing for joint patrols to address off-campus student behavior. These patrols are now actively focusing on problem streets on high-activity nights. In late September I joined more than 50 mayors from around the country in Washington, D.C. to lobby Congress regarding proposed homeland security legislation. We urged Congressional leaders to provide funding directly to cities and to provide greater flexibility in the use of funding to prevent terrorism and increase preparedness.
