Education Update - Interview With Senator Edward Kennedy They are the ones who get up each morning to help special needs children be to help disabled students make a successful transition after high school. http://www.educationupdate.com/archives/2005/May/html/ColFeat-Kennedy.html
Extractions: National Center for Learning Disabilities Awardee By Pola Rosen, Ed.D. Education Update (EU): The Kennedy Family has been involved in helping children with special needs for many decades including the Special Olympics. How did you first become involved in special education? Senator Edward (Ted) Kennedy (TK): My family became particularly committed to children with disabilities and their families because of our sister Rosemary, who had mental retardation. In many ways, she still had real potential and my parents did their best to see that she could develop as much as possible. But it was obvious to all of us that millions of others had no such opportunities. Disabled children deserve a good education and opportunities to play and compete in sports. EU: What special education organizations and causes have you been affiliated with over the years?

Extractions: Special needs M.D. At what point does it stop making sense to make special arrangements for learning disabled students to demonstrate what they know? Where does the prerogative to be fair to the student collide with the obligation to measure competence as objectively as possible? Is there a point where a learning disability really does disableand therefore disqualifya student from progressing through a certain course of study? These questions are all at work in the case of Heidi Baer , a dyslexic second-year medical student at Drexel University who is having trouble passing the national examinations that would allow her to advance to her third year of study. Baer has failed the test three times; she is now petitioning for time and a half to take the exam for the fourth time. The National Board of Medical Examiners is not inclined to grant Baer the extra time, stating that to do so would undermine testing standards and could even "put patients at risk." Baer is suing under the Americans with Disabilities Act in the hope that a federal judge will order the board to give her the extra time. Drexel has already granted Baer special consideration in allowing her a fourth chance to take the exam; school policy dictates that students who do not pass the exam on their third try cannot continue in the program. posted on April 30, 2005 01:17 PM

Extractions: GETTING YOUTH ON BOARD Families know how important it is to learn about laws and systems that provide services to our children with special needs. We also know the value of connecting with other families, but what happens when our children grow up and want to be their own advocates? There are not many places where teens and young adults can go to learn about systems, gain leadership skills, and support one another. This led Family Voices to create KASA (Kids As Self-Advocates). KASA is a "virtual organization" based in the office of Julie Keys, Family Voices staffer in Chicago. Julie and her young friends chat through e-mail and phone, represent youth at national events, and are planning to start a website, hold leadership trainings, sponsor a conference, and prepare one another for the adult world. If you are a teen or know of a teen or young adult with special needs who would like to be a part of this exciting movement, tell them to contact Julie Keys at: 312-642-2745 or email: FamilyVoices_JKeys@msn.com

Racial Inequity In Special Education-Harvard Education Press Meant to address the special needs of children with disabilities, federal and state Racial inequities pervade special education in US schools today. http://gseweb.harvard.edu/hepg/racialinequity.html
Extractions: Foreword by Senator James M. Jeffords "Racial Inequity in Special Education provides important direction, for those of us in Congress and for those in our schools. The authors show us where we need to do better to ensure equal educational opportunities for all of our students, whatever their race or socioeconomic status. Where school leadership fails to address those issues that have an adverse impact on children of color and children with disabilities, we must bolster our efforts to protect every child's civil rights." "The findings of Racial Inequity in Special Education indicate a trend with chilling implications for our education system. The overidentification of minority students in special education and the subsequent isolation, stigmatization, and inferior treatment they receive reconfirms the notion that education in America falls short of offering a level playing field for all. By compiling this body of valuable scholarship, Losen and Orfield have unearthed the contours of the problem as well as promising blueprints for resolving it." "Meant to address the special needs of children with disabilities, federal and state special education laws have produced troubling racial results. This book's vital evidence and thoughtful recommendations can restore the vision of equality that should guide appropriate schooling for all children."
