Congress passed the Environmental Education Act in 1990, which called for the formation of the federal Office of Environmental Education and mandated the federal government to devote funding to education. Since 1992, the office has distributed more than $35 million in grants nationwide, including nearly $7 million in the EPA regions that include Illinois and Missouri. About 20 % of those grants have gone to primary and secondary schools. Intelligent design is a religious theory that was inserted in a school districts curriculum with no concern for whether it had scientific underpinnings, attorney Eric Rothschild argued on the first day of a landmark legal trial that could influence how evolution is taught nationwide. Rothschild is representing eight families who are challenging a decision by the Dover Area School District. The districts school board voted last year to introduce students to intelligent design. The school districts attorney, Patrick Gillen of the Thomas More Law Center, defended Dovers decision saying this case is about free inquiry in education, not about a religious agenda. Dovers modest curriculum change embodies the essence of liberal education.
