Center For Immigration Studies According to the state Department, about 3800 domestic servants come to the 19 agents to cover 500 miles of Puerto Rican and virgin islands coastline, http://www.cis.org/articles/Katz/katz2000.html
Extractions: For Excellence in the Coverage of Immigration T he purpose of the Katz Award is to promote informed and fair reporting on this contentious and complicated issue, and never has it been more needed. Immigration has been widely, if superficially, discussed by the presidential candidates, Fed Chairman Alan Greenspan, the AFL-CIO, and others; it has also been a subject of some contention over the past year in congressional debates over visas for temporary workers and amnesties for illegal aliens, as well as in the Michigan Senate campaign. The winner of this year's award is William Branigin of The Washington Post . A veteran of more than 20 years at the Post , he covered the immigration beat for about four years, until last summer. Whether writing about Congress, federal agencies, or the courts; Asia, Europe, or Latin America; or smuggling, sweatshops, or assimilation, his approach was well-grounded, thorough, and dispassionate. The enclosed stories are necessarily a small selection from a very large crop of stories, but they give an idea of the breadth of Mr. Branigin's coverage of the issue. One factor which contributed to the quality of his reporting on immigration was his long experience as a foreign correspondent in many countries in Asia, Latin America, and the Middle East that send immigrants to the United States. Having covered people overseas trying to move to the United States, he came to the beat with real insight into the motivations of immigrants and the conditions which they left behind.

Extractions: Through the U.S. Island Territories February 2003 By David S. North Download the .pdf version Recent developments have focused attention on U.S. immigration policies as they relate to Americas outlying island jurisdictions. A federal district court ruling in the U.S. Virgin Islands, a controversy in American Samoa about the exclusion of Arabs, and the proliferation of sweatshops staffed by foreign workers in Saipan mean that these islands, usually of little interest to Mainland policy makers, cannot be ignored in the broader effort to overhaul our immigration policies and procedures.

"This report illustrates how very troubled VIHA was when HUD took control just 18 months ago," said HUD Assistant Secretary Michael Liu. "Now that the receivership team has addressed the immediate financial and management concerns to keep the agency solvent, we are ready to put in place policies and practices that will stabilize the agency over the long term." The report, which was shared with U.S. Virgin Islands Governor Charles Turnbull's office, U.S. Delegate Donna Christian-Christensen and the U.S. Virgin Islands State Legislature, identifies the critical problems found at VIHA when HUD assumed control August 2003. Problems ranged from crucial health and safety violations in poorly kept public housing units to serious financial deficiencies that left VIHA operating under a budget deficit of approximately $3.5 million. Specific findings identified in today's report include:
