Extractions: Internal Revenue SCOPE AND OVERVIEW The Virgin Islands Bureau of Internal Revenue was created by Act No. 4473, August 1980, and was amended by Act No. 4479, September 1980. The bureau is a separate independent agency of the Government of the Virgin Islands, and for budgetary purposes only, is included under the Office of the Governor. As part of Census 2000, the Census Bureau worked with the U.S. Virgin Islands government to collect detailed population and housing data. The count was provided to Virgin Islands Gov. Charles Wesley Turnbull. The U.S. Virgin Islands population increased by 6,803 over the previous census in 1990. This represented a seven percent increase in 10 years. The Census Bureau will provide more detailed data for the U.S. Virgin Islands in a demographic profile scheduled for release later this year and in a separate summary file and printed report, scheduled for release in February 2002 and November 2002, respectively. Secretary Babbitt, recognizing the fiscal state of affairs that the Turnbull Administration inherited, emphasized the need for serious economic reforms, and stressed that local solutions would help secure additional federal incentives. "In consultation with Virgin Islands Delegate Donna Christian-Christensen, Governor Turnbull and I worked closely on an arrangement that supports and reflects local fiscal reforms, while also reinforcing our shared objectives to protect and enhance the Virgin Islands coral reefs and natural resources," said Babbitt.

Even though it is not a state of the United States, most U.S. federal laws apply in the United States Virgin Islands. While the federal tax law applies in the United States Virgin Islands, it is not administered by the Internal Revenue Service. Rather, it applies as separate local tax code known as the "mirror system" and it is exclusively administered by the local Virgin Islands Bureau of Internal Revenue ("BIR"). In 1986, the U.S. Congress granted the U.S. Virgin Islands legislature authority to allow the establishment of tax free companies in the territory. Implementing legislation was immediately enacted to provide for a tax- free entity known as a U.S. Virgin Islands exempt company. A U.S. Virgin Islands exempt company pays no U.S. or U.S. Virgin Islands taxes of any kind with respect to income earned anywhere in the world (other than in the United States or the U.S. Virgin Islands) except for a $1,000 annual franchise fee to the U.S. Virgin Islands government. The three main islands are St. Thomas, St. Croix, and St. John. St. Thomas and St. Croix have modern international airports with daily service to New York, Miami, Atlanta, and other mainland cities, as well as to San Juan, Puerto Rico. Most of the seats from St. Thomas are via non-stop jet direct to the mainland or to San Juan, which is only 20 minutes away; most service from St. Croix is by frequent commuter flights to San Juan (a 40 minute trip) where connections are made to mainland and European destinations. St. John has no airport but is only a 20 minute ferry ride from St. Thomas. The U.S. Virgin Islands is served by the U.S. Postal Service as well as by the major international courier services such as Federal Express.
