The IDEA Amendments of 1997 require that students with disabilities have access to the general education curriculum. This legislative requirement makes the accessibility of curricular materials an issue of even greater importance than it otherwise would be. To meet the goal of equal access to the curriculum for everyone, to enable each student to engage with his or her lessons in a meaningful way, teachers must be prepared to provide useful alternatives in terms of both curricular materials and instructional delivery. Well-adapted materials without an effective method of teaching are practically useless, but with the proper tools and instructional methods, a good teacher encourages each member of the class to participate directly in the learning experience. Extractions: Federal law passed in 2004 requires that all schools that receive federal funding provide a course to all students on the Constitution on Constitution Day, September 17. The law is known as H.R. 4818, and the text is found at section 111(b): Each educational institution that receives Federal funds for a fiscal year shall hold an educational program on the United States Constitution on September 17 of such year for the students served by the educational institution. This law does not distinguish between elementary, secondary, or college-level institutions, so must be interpreted to apply to all levels. This page offers several suggestions for how the very broad subject of "The Constitution" can be taught for high-school level students (as well as printables for younger students). Teachers at other levels can use the suggestions as a basis for lesson plans for younger or older students. Also, the law does not specify what the "educational program" should consist of. A New Generation of Teachers Social studies classes should be the locus of middle and high school student learning about American society and the world, past and present. It is in social studies that students are supposed to prepare for their role as citizens by studying history, economics, geography, and government. The opportunities for exciting learning in social studies seem unlimited, since students can grapple with the great issues of our world: war and peace; democracy versus autocracy; poverty; racial, class, and sexual inequality; prejudice; technological change; and corporate economic dominance. Our Program in Teaching Social Studies, Grades 7-12, is dedicated to producing a new generation of middle and high school teachers who are equipped to take students beyond the world of bland textbooks and multiple choice tests and to generate real student interest in history, the social sciences, and the challenges of active citizenship. Strong Liberal Arts Orientation To teach social studies effectively, you have to start with a strong mastery of the content areas that students will be exploring with you. Since history is the core discipline in the social studies curriculum of New York and many other states, our program includes extensive historical study, which will introduce you to global and U.S. history and then enable you to develop an area of specialization, such as modern Europe, in which you complete advanced course work and a research seminar (in small class settings).
