The staggering loss has put the schools long-awaited projects at risk. The situation at Hampstead is an example of one of the biggest but least-discussed threats to parent groups: embezzlement. That anger is fueling local prosecutor Melissa Hockensmith, whos handling the case, in which John N. Biggs faces 39 charges of theft. The kids earned this money, and theres a good lesson we can show them, says Hockensmith. You cant take someones hard-earned money and just get away with it. Theres a good lesson for parent groups to learn, as well. Embezzlement is a fact of life. Busy parents have long been engaged in volunteer work within classrooms, extra-curricular activities, on school playgrounds, and at home. Today, however, parents who are contributing more time and money feel like they are resources to be tapped rather than major stakeholders in the system. Parents are turning to traditional parent-teacher groups for help. The question is: What kind of help can they expect? The century old National Congress of Parents and Teachers (PTA), has been a long-time proponent of parental involvement. The PTA has local affiliates in slightly over one-fifth of the K-12 schools in the United States. In Florida, about 26 percent of the schools have PTAs. However, all is not well with the PTA. At the PTA's national convention in Kansas City, Missouri, last June, most states reported no membership increases, while many states reported membership losses. Some states, like Indiana, have seen significant dropout rates. In 1994, the Indiana PTA lost 3,384 members and at least 9,000 members quit in 1996. In my opinion, there are several reasons for this decline.

Charter leaders have proclaimed the funding gap for so long that it is accepted as fact among educators. But it's not true, according to a new report commissioned by the Texas Education Agency. According to the report, the average charter school received $8,045 for each child it enrolled in 2003. Regular public schools received $8,028. The figures include state and federal aid, grants, donations and local taxes. The last day of school for students is May 20 in the approved calendar. The state legislature has mandated that school districts must start instruction no earlier than Aug. 16. The approved calendar's Aug. 4 start date will require a waiver from the state allowing a deviation from the law. After late start proponents wrestled a compromise calendar out of the school district in the previous two years, recent events leave them to wonder why the change ? Cited in news reports are over 1,000 emails received by the district, a "preponderance" of which showed support for the early start and the full fall break. Members of the Plano Parental Rights Council requested a review of those emails under open records. The preponderance of e-mails were from teachers, staff and various PTA's who were INVITED to submit their vote!! And, when the voting seemed to be leaning toward the 8/16 start date another call went out for more input!!! Were parents invited to participate? That's a resounding NO!!! Why won't the school board do a public hearing on the calendar BEFORE they vote on the start date? At the recent Town Hall Meeting Board Member Skip Jenkins explained it was the state law that required them to advertise the public hearing and the intended start date. BUT THAT DOESN'T PRECLUDE THEM FROM SCHEDULING AN ADDITIONAL PUBLIC HEARING (OR A FAIR AND INCLUSIVE SURVEY BY POSTCARD, EMAIL OR INTERNET) BEFORE THEY VOTE ON THE START DATE!!! Rick Perry put his best spin on his 2005 legislative agenda â which he had originally declared would be judged on property tax cuts and school finance reform. Oh, well. On other fronts, Perry got what he sought on lowering workers' compensation costs, curbing "frivolous" asbestos lawsuits, and requiring parental consent for minors seeking abortions. And he got some, but not all, of what he wanted in the way of funding for child and adult protective services, his pet Enterprise Fund, and his new Emerging Technology Fund (maybe next session we'll see an Emerging and Enterprising Video Slot Machine Fund).
