The determined and ambitious son of a single mother, he earned his way through college with part-time jobs and academic scholarships. To many he is the image of success, but, lately, Tim has begun to show signs that all is not well. It has been harder to focus on work and family responsibilities and Tim often finds himself distracted, angry and anxious. Out of concern, Tim's wife encouraged him to see a family physician who prescribed an antidepressant. Tim found the drug "useless" and turned to alcohol. Once only a social drinker, Tim began consuming a bottle of wine each night. His spending careened out of control. Though an expert in financial management, Tim squandered his family's savings on a new sports car and expensive electronics - behavior that strained his marriage. Rejecting his family's, friends' and colleagues' concerns, Tim was in desperate need of intervention.

The leaders of the House Committee on Education and the Workforce today joined Senate counterparts in calling attention to a new report by the independent Government Accountability Office (GAO) that warns the financial control system in the federal Head Start early childhood program is flawed and failing to prevent multi-million dollar financial abuses that cheat poor children, taxpayers, and law-abiding Head Start operators. The federal government is spending almost $7 billion a year on Head Start, but an inexcusable share of this money never reaches the children it is meant to serve. This is an injustice and an outrage, and Congress cannot allow it to stand, House Education and the Workforce Committee Chairman John Boehner (R-OH) said. There are some bad apples in the Head Start program, and they have been defended by the lobbying community at the expense of the many good ones.

It dates as a separate organization from The Texas Civil Protection Act of 1951, which established the Division of Defense and Disaster Relief in the Governors Office to handle civil defense and disaster response programs. The Division was collocated with the Department of Public Safety (DPS) in 1963. After several name changes, the Texas Disaster Act of 1975 applied the Divisions current name and assigned a wide range of responsibilities to GDEM. GDEM is charged with carrying out a comprehensive all-hazard emergency management program for the State and assisting cities, counties, and state agencies in implementing their own emergency management program. GDEM, like other state agencies, is also responsible for supporting development and implementation of the Governors Homeland Security Strategy. A comprehensive emergency management program includes pre and post-disaster mitigation of known hazards to reduce their impact; preparedness activities, such as emergency planning, training, and exercises; provisions for effective response to emergency situations; and recovery programs for major disasters.
