TEA is required to operate a complaint management system for addressing any violation of Part B the Individuals with Disabilities Education Act (IDEA), including the identification, evaluation, or placement of a student with a disability, or the provision of a free appropriate public education (FAPE) to the student. Organizations may also file complaints. Complaints may be about services being provided to one student with a disability or to a group of students with disabilities. While a parent, organization, or any other interested person may file a complaint, this handout will refer to the person sending the complaint as "parent." The Office of Special Education Programs (OSEP) has specifically stated that the complaint management system is supposed to be a less costly, but equally effective, alternative to filing a request for a due process hearing. Therefore, any issue that would be appropriate to take to a hearing is also appropriate for the complaint management system. In many instances, the parent should try to resolve the complaint with the school district by going to an Admission, Review and Dismissal (ARD) meeting before filing a complaint with TEA. For example, if the parent believes that the school district staff is not implementing the modifications called for in the Individualized Education Program (IEP), the parent should bring that to the attention of the ARD Committee and complain to TEA if it continues to be a problem.

Texas e-Plan "went online" as of January 2004 SEDL REL Web administrator Brian Litke and RTEC program associate Kim Hughes designed the Texas e-Plan with several features that support online creation of technology plans. First, it creates a uniform template that clarifies technology planning expectations for districts. Second, Texas e-Plan integrates data from the state PEIMS (Public Education Information Management System) and STaR (School Technology and Readiness) Chart into the plans. Finally, it provides automated feedback that highlights the components of a plan that align to federal E-Rate criteria, No Child Left Behind requirements, and the Texas Long Range Plan for Technology recommendations. Those proponents have promised that loosening regulations and eliminating certification requirements for teachers will help charters do a better job than traditional public schools of educating students (particularly for diverse populations) and help them hire better teachers. They also say charters will improve traditional public schools through competition. Since its inception in 1995, however, the charter school system in Texas has been characterized by poor academic performance, a lack of accountability and irregular financial practices. As a result, the charter school system has squandered huge sums of taxpayer money while trapping many students in situations that range from dismal to dangerous. Traditional public schools in Texas meet state performance standards at higher rates than do charter schools. A U.S. Department of Education study found that this fact did not change after controlling for the proportion of low-income students, the proportion of minority students, student mobility and student enrollment.
