In January 1986, two K-5 schools and one K-8 school moved into new facilities. A five percent increase in student population since 1992 has made necessary a building project which will add twelve classrooms for the fall of 1995. Of the 1,550 public schools in Tennessee, far less than 100 met all of the Tennessee Goals 2000 objectives in 1993-94; two of those were in Jefferson County. At the present pace the system will meet all of the Goals 2000 standards by 1996. Relative to the state's Value-Added Assessment Program, Jefferson County has met all of the 1994-95 standards and all but one of the goals established for the year 2000.

Why is the transition from school-to-work program so important to our education systems today? In 1994, the School-to-Work Opportunities Act (STWOA) was passed after more than a decade of discussion and debate about the country's system for preparing all young people for work (Nagle, 2001). In the 1983 report, A Nation at Risk, described serious deficiencies in our American education systems that are undermining our nation's productivity and economic competition, thus, prompting this Act to take effect. Transition Teacher at Tennessee School for the Blind Secondly, the transition teacher has to understand the community's transportation system by working collaboratively with the school's orientation and mobility instructors, the metropolitan or city transportation system and the student's parents. Many employers are reluctant to hiring a person with a visual impairment if the student exhibits inadequate orientation and mobility skills. Another challenge is instructing the students on interview techniques such as appearance, conversation, body movements, blindisms, and social skills. At the Tennessee School for the Blind, the transition team emphasizes the importance of these repetitively in their classroom instruction to improve on these issues.
