She knows what the problems are and the best ways to solve them, but she'd be the first to admit that achieving changes in people's diets and food buying habits is a slow process. Gaines began her career as a vocational home economics teacher in a rural Tennessee high school. She joined the University of Tennessee Cooperative Extension Service in the mid-1950's, serving as an Extension home economist (then called a home demonstration agent) and 4-H Club advisor.

To formalize and encourage this role, Congress passed a law (P.L. 108 - 265) requiring each school district participating in the National School Lunch and/or Breakfast Program to establish a local wellness policy by the beginning of School Year 2006-2007. This legislation supports President George W. Bush's HealthierUS initiative . This Initiative helps Americans take steps to improve personal health and fitness and encourages all Americans, including children, to be physically active every day ; eat a nutritious diet ; get preventive screening ; and make healthy choices The legislation also places the responsibility of developing a wellness policy at the local level, so that the individual needs of each district can be addressed. According to the requirements for the Local Wellness Policy, school districts must set goals for nutrition education, physical activity, campus food provision, and other school-based activities designed to promote student wellness. Additionally, districts are required to involve a broad group of individuals in policy development and to have a plan for measuring policy implementation.

The program strives to provide female student-athletes with practical education and personal support they need to select the fuel to maintain energy, be successful in their sport and in their school work, and to have better health for life. Between the late 1970s and 2000, the percent of children ages 611 that are overweight more than doubled, and the percent of adolescents ages 1219 that are overweight tripled. The rise in poor nutrition, inactivity, and weight problems is not only negatively affecting childrens health, but is also adversely affecting their academic achievement and possibly costing schools millions of dollars each year. One major step toward addressing this pressing issue was made on June 30 when the Child Nutrition and WIC Reauthorization of 2004 was signed into law. This law governs free and reduced meals programs in public schools. Although the law does not include language to regulate competitive foods sold in vending machines, it does include a new requirement that school districts develop wellness policies with parent involvement that set goals for nutrition education, physical activity, and other school-based activities designed to promote student wellness. National PTA supported the passage of this bill and advocated for the language requiring wellness policies. We continue to work with policymakers and other child nutrition advocates to disseminate information about this new requirement and to pass other legislation to address child nutrition and wellness in the schools. It is up to you to speak up for all childrens health and to make these policies meaningful.

Debates have ensued regarding soda and food vending machines in elementary, middle/junior and high schools. Some states have introduced and enacted legislation to replace existing food and drinks of minimal nutritional value for healthier options or to restrict student access to the machines. As of January 2004, Arkansas is the only state that has passed legislation banning vending machines in elementary schools. This is not just a state issue, however. Some cities and local schools districts have taken the lead and enacted policies to ban or replace certain foods and beverages in vending machines or restrict student access to the machines. The Centers for Disease Control and Prevention's School Health Policies and Programs Study (SHPPS) 2000 survey concluded that 43% of elementary schools, 89.4% of middle/junior high and 98.2% of senior high schools had either a vending machine or a school store, canteen, or snack bar where students could purchase competitive foods or beverages. Competitive foods are defined by the U.S. Department of Agriculture (USDA) as foods offered at school other than meals served through USDA school meal programs-school breakfast, school lunch and after school snack programs. According to the USDA, competitive food policies exist in many states and include laws that restrict access to food and beverage vending machines, school canteens and stores at certain times during the school day or limits access to foods with minimum nutritional value.
