Introduction Schools around the United States are now faced with education a growing number of children who lack basic English skills. According to the National Clearinghouse for Bilingual Education , there are 2,437,723 Limited English Proficiency students in the U.S.1 Only a few years ago, many schools had never dealt with a language minority child. Today, an increasing number do. The challenge of providing a quality education to all students is doubled when schools must also teach a child an entire new language as well as academic courses. Over the last 30 years, elected officials, education agencies, and the courts have established guidelines for the education of these students. Federal requirements allow states a wide deal of latitude in selecting the most effective programs for their limited-English-proficient (LEP) students. Many states have enacted their own laws governing the management and style of programs for LEPs. These laws have been developed in cooperation with, or under coercion from, federal agencies and/or activist organizations. The result has been a patchwork of laws and regulations that can vary greatly from state to state.
Extractions: Charter schools could enroll at-risk children from any Tennessee public school rather than just students at low-performing schools under a bill moving through the legislature. The Senate Education Committee approved the legislation, 5-2, yesterday, and it is scheduled to be considered by a House education subcommittee next week. ''It allows moms and dads to consider a public charter school even if their child is not in a failing school,'' said Sen. Jamie Hagood, a Knoxville Republican who is the committee chairman and sponsor of the bill. Charter schools are public schools that are free from certain state regulations but are held accountable for results. They are funded by tax dollars diverted from the traditional public school the child is zoned to attend. There are seven charter schools in Tennessee six in Memphis and one in Nashville. Seven have been approved for next year four in Memphis, two in Nashville and one in Chattanooga.

Pierce A little over a year ago, President George W. Bush sat at a worn, wooden desk in the gymnasium of Ohio's Hamilton High School and put his signature to a massive federal law called the No Child Left Behind Act (NCLB). Here, the President declared before a foot-stomping crowd, was the symbol of a "new era" begun. And it was true. Not in four decades had Washington served up such a sweeping overhaul of federal education policy. Passed in Congress with bipartisan support, the 1,100-page billthe latest incarnation of the Elementary and Secondary Education Act of 1965markedly expanded the federal government's role in education, prescribed mandates to the states, and along the way touted goals almost nobody could dispute: Close the student achievement gap, make public schools accountable, set standards of excellence for every child, put a qualified teacher in every classroom.
