The Reform Movement Before addressing the SOL test results, it is important to consider the origin and nature of the reform movement that gave rise to these results. The political genesis of this reform movement can be traced to the 1983 report, A Nation at Risk, and two more recent national Governors' Education Summits, the first held in 1989 in Charlottesville, Virginia, the second held in 1996 in Palisades, New York. The overarching concern expressed in the report and at both education summits is that our nation's public schools are "broken" and nothing less than our nation's economic competitiveness in the 21st century is at risk. In large part, the perception that our schools are failing is based on international comparisons of test scores. A series of such studies suggests that U.S. students are not competitive with students from other industrialized countries. This concern was most recently expressed by President Clinton in his January 1999 "State of the Union Address" wherein he stated: "While our fourth graders outperform their peers in other countries in math and science, our eighth graders are about average, and our twelfth graders rank near the bottom."

Despite facing these physical challenges, Diondre scored a 398 just two points shy of passing on the geometry Standards of Learning test as a sophomore. "I liked the SOLs because in the beginning, the teachers gave us a lot of energy. Teachers would stay back as long as two hours and help kids who needed it," said Diondre. After retaking the class and test as a junior, he scored 421. Diondre's struggles show how tough it can be for students trying to meet Virginia's higher academic standards. T he state adopted rigorous standards in 1995 and a corresponding high-stakes testing program in 1998. Virginia has used its Standards of Learning (SOL) tests as a graduation requirement starting with the class of 2004. Students must pass two tests in English and any four of ten exams in math, science and history/social science. While the state claims that about 95% of the class of 2004 passed, in fact independent studies show Virginias' real graduation rate to be around 70%. The tests are all multiple-choice, other than one write-to-a-prompt exam. According to the report, "many" educators excoriated the exams on multiple grounds, focusing on unfairness, narrowing the curriculum, and wasting lots of time on test prep and on fulfilling the requirements of the testing bureaucracy. Overall, said the report, "positive statements [about the SOLs] were limited and many teachers expressed only concerns." One student summed up the curriculum concern by saying, "

Standard and Poor's, a company that provides independent credit ratings, risk evaluation and investment research, created School Evaluation Services a few years ago "to provide educators, policymakers, business leaders, parents, and taxpayers with an objective, independent analysis of school and school district data to allow them to implement more effective school reform policies," according to the company.
