Swaziland, the smallest country in the Southern Hemisphere and one of the few absolute monarchies left in the world, is definitely magical. When the people speak, it is as if they are singing. Their native language, Siswati, is quick and bouncing, like a gazelle or a hip-hop song. But when they speak English, which most do, it is slower and more melodic. The words they choose in English are like poetry, a small indication of the richness of their language to non-Siswati speakers like me. The subsequent challenges around the rule of law and the continuous tensions regarding the constitutional developments are a great concern to political development of this country. What remains a great challenge though for this parliament is that they do not have an instrument that elevates them to a Constitutional Assembly. At present moment, the second draft has not been distributed to the masses, for further scrutiny. The infamous 1973 Decree that saw the office of the Kingship assuming the executive, legislative and judiciary powers has centered on one person. Political parties were banned as the Bill of Rights was thrown out of the window. The King has continued to enjoy unequivocal powers in the absence of the repealed Independence Constitution. Progressive formations and labour movements have had nasty experiences at the hands of the security forces as they attempted to pursue a political agenda and call for democratic changes. The country remains governed under the 1973 Kings Proclamation to the Nation and the Tinkhundla system of Government that was initially an experiment by the late King Sobhuza II. Majority of the people have since adopted a culture of silence in the absence of free political activity. The civil society has never been exposed to good civic education on matters of good governance and democratic dispensation. Recently, the King introduced the concept of a Smart Dialogue' without success in addressing the impasse and tensions within the political and economical front.

The Incwala is sometimes described as a first-fruits ceremony, but, spread over six days, it is a much more complex ritual of renewing and strengthening the kingship and the nation, with songs and dances used only on this occasion. The Umhlanga, or Reed Dance, brings together the maidens of the nation to cut reeds for the annual repairs to the windbreaks of the queen mother's village; it lasts for five days. It is also symbolic of the unity of the nation and of its perpetuation through the massed ranks of young women. Both ceremonies are held at the national capital of the queen mother. Other ceremonies are associated with the communal weeding and harvesting of the king's fields and with customary marriages. Most ceremonies are accompanied by orthodox music, songs, and dancing. Musical instruments are simple in design, a kudu horn used for hunting or herding cattle, a calabash attached to a bow for love songs, the reed flute, played by small boys while herding, and rattles made of seedpods attached to the wrists and ankles. more typical of the homestead nowadays are the radio and record and tape players.

When duty calls, there is no contradiction for the majority of Swazi's in leaving an air-conditioned office in town and shedding a three-piece business suit in favour of the traditional cloths and skins of emahiya and to take their place with the regiments to perform the task or ceremony for which the nation has been summoned. Watching the regiments wearing the traditional dress of their great-grand-fathers, singing the songs of their ancestors and performing the ancient ritual dances, only the glimpse of a wristwatch here or a flashlight there will remind you that this is not the Swaziland of a hundred or two hundred years ago.
