The men, a Moroccan and three Syrians, have been accused of belonging to the al Qaeda branch in Spain and were ordered to be held without bail. The group was arrested last Thursday, a day after Garzon issued a 700-page indictment against 35 other people, including al Qaeda leader Osama bin Laden. At least eight of the 35 have been linked to the September 11, 2001, attacks on New York and Washington. Three of the latest four suspects are accused of having links with the Al Jazeera TV correspondent Tayseer Allouni, arrested earlier this month in Granada.

High unemployment rates have forced the government to extend its 1997 labour reforms so more people will face a cut of 25 percent in severance pay. The government stepped in on Friday after eight months of failed talks between unions and employers but admitted the measures would not please everybody. It will reduce severance pay from 45 days per year to 33 for more workers while compensation payments for temporary workers will be introduced as an incentive for companies to hire more permanent staff, Labour Minister Juan Carlos Aparicio said. Spain has the highest unemployment rate in the European Union with a rate of 13.6 percent though down from more than 20 percent in the late 1990s.

War against terror MADRID, Spain (CNN) Five suspected financial collaborators of the al Qaeda terrorist organization were arrested late Friday in outlying parts of Spain and taken Saturday to the capital for questioning, officials told CNN. The five suspects also were being investigated for possible links to last year's bombing of a synagogue in Tunisia that killed about 20 people, including German tourists, in an attack claimed by al Qaeda, a police official told CNN. "These arrests make absolutely clear the presence throughout Europe and in Spain of members or collaborators of radical Islamic terrorist organizations, and that is a cause for continuing concern," Spanish Interior Minister Angel Acebes told reporters. Spain has arrested 40 suspected Islamic terrorists or collaborators since the attacks of September 11, 2001. Most of them remain in custody and many have been linked to al Qaeda, but none has yet faced trial.
