Extractions: CHARLESTON, S.C. Like most people in South Carolina, A. J. and Margaret DeStefano are paying the government more and getting less. That's what happens when public officials invite hundreds of corporations into your state and cut their taxes to a pittance. Yearly tax on the DeStefanos' Charleston County home is set to rise by more than a fourth next year, but the crowded local schools can't keep floors dry when it rains, can't stop plaster crumbling from the walls and can't educate most children up to national standards. Overwhelmed with new residents drawn by job growth, the county created a 1 percent retail sales tax in the early 1990s and recently added a 3 percent telephone tax. But the dangerous Grace Memorial Bridge near the DeStefanos' house has been obsolete for a decade and isn't scheduled to be replaced until 2007. Charleston restaurant taxes doubled in 1997; the state just tripled the registration fee on the DeStefanos' boat; local water rates have jumped 30 percent since the couple moved in seven years ago; and South Carolina's vehicle property tax is so high it deters car sales. But the visitors center at nearby Charles Towne Landing, the state's first European settlement, hasn't been fixed since it was mauled by Hurricane Hugo a decade ago. South Carolina state troopers make less money than those of almost any other state.

Growth driven by tourism, business services, and international trade has created pressures on the state's transportation infrastructure. With its location at the heart of the southeast, South Carolina's transportation network must serve not only residents, but also tourists and cross-state traffic. Interstate 95, the main transportation corridor along the eastern seaboard, passes through the eastern half of the state, and commercial traffic destined for the nearby cities of Atlanta and Charlotte competes with commuters and tourists for space on the state's roadways. The Port of Charleston has grown with the state's economy, placing increasing demands on Interstate highways and other access routes. Recognizing that the state's economic performance is strongly linked to its transportation network, the South Carolina Department of Transportation (SCDOT) in recent years has been faced with the challenge of how to keep pace with its transportation needs. In addition to meeting demands for new roads to serve growing areas of the state, SCDOT maintains the fourth-largest highway system in the United States, which includes 42,000 miles of state highways and 800 miles of Interstates. Traditional highway funding sources on a pay-as-you go basis have been insufficient to finance needed highway improvements. Not only does the state rank low in terms of Federal funds, but only five states have lower gasoline taxes than South Carolina, and six states have lower diesel fuel taxes.

Potential for Discoveries of Gold Cooperating Agencies Production of gold was important in South Carolina in the 1800's and is once again contributing to the State's economic growth as a result of the opening of four gold mines (Brewer, Haile, Ridgeway, and Barite Hill) in the last decade. To support and help sustain this economic growth, the U.S. Geological Survey (USGS) has applied its geological and geochemical expertise to investigations of the gold deposits and their geologic setting in metavolcanic rocks of the Carolina slate belt (fig. 1). These studies are conducted in cooperation with industry and provide information to evaluate potential for the discovery of new deposits as known ore bodies are mined out. Preliminary reports on issues of special interest for exploration or that address environmental concerns are released as soon as information is available.
