We match parents of children with disabilities with Support Parents who have children with similar conditions. These trained veteran Support Parents are an invaluable source of support and encouragement because they have faced similar challenges and celebrations. Family Connection of South Carolina is part of a worldwide network of parent-to-parent support programs and is financed through grants, donations and contracts with many private and governmental organizations. Extractions: The Bridge This specialized transitional program provides intensive case management services for adolescents who are preparing to leave alcohol and other drug inpatient treatment facilities, juvenile justice facilities or other residential settings and return home to their families and communities. By providing a gradual "step down" transition from an institutional setting and into the community, the program works with both adolescents and their families to increase their chances of a successful return home and reduce their risk of recidivism. The program is available in four locations of the state through the Dawn Center (the designated county authority serving Orangeburg, Bamberg and Calhoun counties), the (the county authority serving Berkeley County), LRADAC, The Behavioral Health Center of the Midlands (the county authority serving Lexington and Richland counties); and the Spartanburg Alcohol and Drug Abuse Commission The Bridge began accepting clients on May 1, 1994. Since then, it has been successful in reducing recidivism and alcohol and other drug use among the target population; improving life skills by working with the adolescents to stay in school, get jobs, participate in GED programs and move on to college; and improving family functioning by involving them in family-strengthening activities. In its short history, The Bridge has been recognized for its achievements twice by national authorities. In 1996, the program was recognized by the American Probation and Parole Association for its innovative approach to working with juvenile offenders. More recently, The Bridge was selected by the Office of Juvenile Justice and Delinquency Prevention of the U.S. Department of Justice as one of three promising approaches in the nation for treating substance-abusing juveniles and was featured on a national video teleconference that aired in December 1997.

Another long-term care activity involved using federal grant money to develop a program to move some nursing home residents to the community. Due to the state's fiscal problems, the South Carolina Department of Health and Human Services notified Medicaid providers that as of January 1, 2003, the department would implement Medicaid service rate and program reductions. The State Budget and Control Board had imposed 5 percent reductions in the FY 2003 budget on all state agencies. On December 13, 2002, in-coming Governor Mark Sanford appointed a 21-member task force to identify reform initiatives to improve the operation of state and local government in South Carolina. The task force report, issued on January 21, 2003, included a recommendation for making three health and human services agencies into cabinet agencies. The three are the Department of Health and Environmental Control, the Department of Mental Health and the Department of Disabilities and Special Needs. The Legislative Audit Council also released a report in January 2003 on all eight of the state's health and human services agencies. The report recommended that the General Assembly authorize a single cabinet secretary appointed by the governor to oversee all health and human services agencies. The report noted that senior and long-term care programs currently were housed in the Department of Health and Human Services, the Department of Social Services, and the Department of Mental Health. The council proposed placing all these programs in a newly created, freestanding agency specializing in senior and long-term care programs and services.
