In general, snowmobiles may not be operated anywhere in the City west of Highway 65. East of Highway 65, snowmobiles may operate on non-residential properties that are not next to residential areas. The operator of the snowmobile must have written permission from the property owner in their possession. Snowmobiling is not allowed on any City streets. There is no trail pass required, but all Maine residents and non-residents must register their sleds in Maine to ride in Maine. Resident Registration is $33 (one year), commencing from July 1. Extractions: With the start of snowmobiling season, officials at Voyageurs National Park wish to remind snowmobilers of park regulations. The maximum speed limit anywhere within the park boundaries remains at 45mph, the highest allowed by National Park Service regulation. The speed limit on overland safety portages remains at 25 mph as posted. Park Rangers enforce speed limits. St. Louis Countys new 65mph snowmobile speed limit on lake surfaces does not apply in Voyageurs National Park. The National Park Service allows snowmobiling on the following lake surfaces within the park: Rainy, Kabetogama, Namakan, Sand Point, Mukooda, Little Trout, Locator, War Club, Quill, Loiten and Shoepack. Operation of snowmobiles is also allowed on designated overland safety portages. Travel outside of these designated routes is illegal. These regulations were promulgated so all visitors to this special national park are afforded a safe and enjoyable experience, states Barbara West, Superintendent of Voyageurs National Park. Voyageurs is unique and we try to accommodate a variety of winter uses. We ask that our visitors respect the resources and wildlife of the park by obeying all applicable laws and regulations.

Failure of the project sponsor to take corrective measures, which bring the facility into compliance with this Part, to help remedy complaints lodged by local citizens concerning misuse of STEF-assisted facilities shall be grounds for rescission of Department participation in the project. e) For projects proposing permanent land/facility improvements, such as warming shelters, picnic shelters, bridges, and parking lots, it shall be necessary for the project sponsor(s) to possess/obtain signed "letters of agreement" or "leases" from all property owners directly associated with the development of STEF-assisted facilities which shall, at a minimum, stipulate the following terms:
