Extractions: From the castle in Bratislava, a symbol of Slovak statehood, it is possible to see with the naked eye the peaks of the Alps, the mountain range which stretches to the south-west up to the shores of the Carpathians, the second mighty mountain range of Europe which ends far to the east, at the plains near the Black Sea. This position of Bratislava and of Slovakia in the middle of Europe, on the border between East and West was and is symbolic. Indeed, its territory was encroached upon or its fate was jointly shaped by great empires: the Roman and Byzantine Empires, by the Frank Empire in the ninth century, by the Osman Empire during the sixteenth and seventeenth centuries and, in the twentieth century, by Germany and Russia. In Slovakia, significant European intellectual trends and movements exercised long-term influence: Christianity, the Renaissance and Reformation, nationalism, modern liberalism, socialism and even fascism and communism. The history of Slovakia is, therefore, the history of a European region. It was, to be sure, a region, which did not stand at the center of events nor determine their direction. Yet it did take part in important movements of European and world culture and left its mark upon them. But since Slovakia, except for a very brief period of time, did not exist as an independent state, most people knew little about its role in European history. It is hoped that this sketch of the history of Slovakia and the Slovaks will provide at least an introduction to their historical development.

Government efforts to interfere with the independence of the press and to place restrictions on the rights of ethnic minorities, in particular the ethnic Hungarian minority, subsided substantially during the six months prior to the September 31 elections. On March 11, the government of Vladimir Meciar was defeated by a no-confidence vote and a coalition government was formed by Jozef Moravcik, former Slovak foreign minister. Then, in parliamentary elections held on September 31 and October 1, Meciar's Movement for a Democratic Slovakia (MDS) won almost 35 percent of the vote, making it the decisive winner. By early November, Meciar, in coalition with the Slovak National Party and several other small parties, had not been able to form a new government. Although election observers did not report any significant irregularities on election day, voters in some precincts, including Vladimir Meciar himself, were unable to vote on the first day of the elections because their names did not appear on the election lists. The electoral commission was apparently able to resolve the problem by allowing individuals to vote if they fulfilled other criteria set out by the law. There were also complaints that Slovak Television, which is state-run, was biased in its reporting during the election campaign. The Council of Slovak Television concluded that Slovak Television had not given the political parties equal access to television airtime and that the reporting on political events and the campaign had been biased.

Complete Report June 14, 2004 The Slovak Republic is a transit and source country for women and girls primarily trafficked to Austria, The Netherlands, France, Spain, Switzerland, Italy, Greece, Slovenia, the Czech Republic, and Japan for the purpose of sexual exploitation. Victims from the former Soviet Republics and the Balkan region are trafficked through the Slovak Republic to European Union countries. Highly organized crime rings based in neighboring countries and Slovakia control the trafficking in and through Slovakia. The Government of the Slovak Republic does not fully comply with the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so. The government made significant strides in 2003 to include reorganizing parts of the Ministry of Interior and amending the criminal code. These efforts will improve internal communication and improve the investigation efforts aimed at fighting trafficking in persons. But the Slovak population continues to demonstrate a low awareness of trafficking in persons issues, and the country lacks essential victim support such as shelters, health services, and legal assistance. Prosecution Protection The Slovak Republic lags considerably in the area of victim protection, in part due to financial constraints. The government provides temporary residency status to victims who are willing to assist police prosecutions and enter a witness protection program. A cooperating victim can receive a new identity and give recorded testimony. However, a lack of trust in the police often deters potential witnesses. The anti-trafficking police unit refers trafficking victims to NGOs on an ad hoc basis, and often detains or deports victims as illegal migrants due to a lack of screening and identification procedures. NGOs report difficulties in providing shelter, health, and legal services to trafficking victims due to a lack of funding. Slovak embassies and consulates abroad assist victims by providing travel documents, assisting with money transfers, and contacting relatives.

The Czechoslovak government was neither invited nor consulted. On September 29, the Munich Agreement was signed by Germany, Italy, France, and Britain. The Czechoslovak government capitulated September 30 and agreed to abide by the agreement. The Munich Agreement stipulated that Czechoslovakia must cede Sudeten territory to Germany. German occupation of the Sudetenland would be completed by October 10. An international commission (representing Germany, Britain, France, Italy, and Czechoslovakia) would supervise a plebiscite to determine the final frontier. Britain and France promised to join in an international guarantee of the new frontiers against unprovoked aggression. Germany and Italy, however, would not join in the guarantee until the Polish and Hungarian minority problems were settled. The First Republic Tiso with Nazi German representatives On March 14, 1939, Slovakia declared its independence, causing itself the Slovak Republic. Monsignor Tiso was elected president of this new republic. A clerical nationalist, Tiso opposed the Nazification of Slovak society and hoped instead to establish Slovakia as a nationalist, Christian, corporative state. His plan conflicted with that of Slovak radicals who were organized into the paramilitary Hlinka Guards. The latter cooperated closely with the Nazi-oriented German minority led by Franz Karmasin. Radicals dominated the Slovak government. Vojtech Tuka, recently released from prison, became prime minister; his associate, Ferdinand Durcansky, was named foreign minister. Alexander Mach, head of the Hlinka Guards, was propaganda minister. German "advisory missions" were appointed to all Slovak ministries, and German troops were stationed in Slovakia beginning March 15, 1939.

Following remarkable years of reform and adjustment the Slovak Republic joined the EU on 1 May 2004. Reforms In autumn 1998, a reform-oriented multi-party government came to power which embarked on a series of major reforms including a banking sector reform, corporate restructurings and an energy sector reform. The new government elected in September 2002 continued with bold reforms including a tax reform (19 per cent flat personal and corporate income tax rate), a reform of the labour code introducing more flexibility and a pension reform increasing the statutory retirement age and establishing a second pension pillar. GDP growth has been the highest of all central European countries, at 4.4 per cent in 2002, fuelled by increased consumption, and 4.2 per cent in 2003, as a result of export growth. FDI was substantial with USD 4 billion in 2002 as a result of large privatisations and decreased to slightly below USD 600 million in 2003. GDP growth and FDI have contributed to reduce the unemployment rate which has been around 20 per cent for several years to 17 per cent in 2003.
