Other descriptions of Nation One of the most influential doctrines in history is that all humans are divided into groups called nations . It is an ethical and philosophical doctrine in itself, and is the starting point for the ideology of nationalism . The nationals (the members of the "nation") are distinguished by a common identity , and almost always by a common origin, in the sense of ancestry , parentage or descent . The national identity refers both to the distinguishing features of the group, and to the individualâs sense of belonging to it. A very wide range of criteria is used, with very different application. Small differences in pronunciation may be enough to categorise someone as a member of another nation. On the other hand, two people may be separated by difference in personalities, belief systems, geographical locations, time and even spoken language, yet regard themselves and be seen by others, as members of the same nation. Nationals are considered to share certain traits and norms of behaviour, certain duties toward other members, and certain responsibilities for the actions of the members of the same nation.

Access of the modern world to mineral resources and strategic military locations has created problems for people living in the Arctic Circle. Environmental damage includes the Exxon Valdez, uranium mining, and oil exploration. Social problems involve land claim issues, self-determination, cultural identity and colonization. There are maps, articles on a variety of topics, and a Virtual Classroom with case studies for older students.

The original University collections during the early 19th century were actually quite international, and didn't necessarily make any distinction between Norwegian and foreign material. That's not to say that they weren't influenced by contemporary views of what was and was not a superior culture. For example, the Sami were considered non-Norwegian and exotic, right from the beginning. Still, the museums had a national aim: They were to contribute to the building of the nation - to make Norway the equal of other countries. It was only towards the end of the 19th century and beginning of the 20th that what most people regard as the archetypal Norwegian museum was born: The folk museums, with collections from traditional farming culture, preferably in the form of an open air museum with reconstructed old houses.

Extractions: Joint Statement by Eastern and Central Europe NGO Caucus and other NGOs at the NGO Forum of the World Conference Against Racism Adopted on September 2, 2001 (Durban, South Africa) We, WCAR NGO Forum delegates from more than 80 non-governmental organizations from 35 countries of Eastern and Central Europe and the former Soviet Union, Western Europe, North America and South Asia as well as international NGOs, state that we do not support the documents allegedly adopted by the NGO Forum and come forth with a forward-looking positive proposal. First and foremost, we declare that the process of compilation and adoption of the NGO Forum Declaration and Program of Action was neither transparent nor democratic and permeated with procedural violations. The draft documents were not submitted to the delegates in a timely manner; the rules of procedure were unclear and repeatedly changed; the discussion was heavily restricted. Finally, the delegates were not given an opportunity to vote on the draft documents in their entirety. This enables us to affirm that the documents cannot be considered adopted by the NGO Forum and are not consensus documents. We believe that as a result of this flawed process, the contents of the documents include unacceptable concepts and language. We are particularly concerned with certain ideas included in the chapters Globalization, Palestinians and Palestine, Reparations, and a number of paragraphs of the documents.

Publications of Interest The Land Still Speaks Review of Aboriginal and Torres Strait Islander Language Maintenance and Development Needs and Activities by Graham McKay (Edith Cowan University, Perth Western Australia) Indigenous languages are the main languages of some relatively isolated communities in Australia, particularly in the north and the centre, but they have given way to English over much of the country, especially in the highly urbanised south and east. The two hundred year history of non-indigenous settlement has brought about the loss of two thirds of the original 250 or so languages. In recent decades indigenous people have been taking action in many parts of Australia to maintain and develop their languages as a part of their identity and heritage. This report covers some of this action. This report has two main components. The first is a study of four different indigenous language communities where languages are being maintained and where language maintenance efforts are being undertaken. These communities include Saibai Island in Torres Strait (Queensland) and Ringers Soak in the Kimberley region of Western Australia, where the indigenous languages are in continuing use, and Borroloola (Northern Territory) and Kempsey (NSW) where the indigenous languages have gone out of daily use, but where programs to retrieve and revive them in some form are being undertaken.

The decision-making competence of the Sami Parliament has steadily increased in fields such as education, kindergartens, language and culture. In 2004 approximately NOK 542 million of the government budget was allocated for special measures and programmes for the Sami people in Norway. The Sami Parliament administers NOK 227 million of this, while the rest of the allocation includes economic support to the reindeer herding Samis and special measures established for Sami educational purposes, health care programmes and a legal aid office. These funds are administered by the respective ministries in charge of the various sectors. 240. Chapter 6 of the 1998 Education Act (Appendix 12) gives all Sami pupils in Norway and all pupils in Sami districts at the primary and lower secondary level the right to receive tuition both in and through the medium of the Sami language. Outside Sami districts, if at least 10 pupils in a municipality wish to receive tuition in and through the medium of the Sami language, they have the right to such tuition as long as there are at least six pupils in the group. 241. In order to ensure that the Sami people themselves can decide how their culture is to be transmitted, the Education Act empowers the Sami Parliament to determine the Sami content of national curricula and to establish syllabuses in Sami language subjects, and in specific Sami subjects (duodji, i.e. handicrafts, and reindeer husbandry) within a time frame and resource framework set by the ministry. As from January 2000, the Sami Parliament is responsible for developing specific Sami teaching aids and materials.
