The quality of vocational programs varies from school to school, and some of the most popular programs fail to train students for jobs that require the highly skilled. Some of the facilities are not equipped to offer the state-of-the-art training that students need to find careers in growth industries. These were among the findings of the Career and Vocational Education Task Force, which presented its conclusions to then-Gov. Lincoln Almond in March 2000. Four years later, the House Finance Committee wants voters to approve a $15-million bond to make long-overdue repairs and improvements to the state's eight career and technical centers. State Rep. Paul Crowley, D-Newport, who chairs the subcommittee on education, said he was motivated to look at the state's career education system after the governor proposed turning over ownership of seven vocational buildings to the local districts.

Michael Lenihan, D-East Greenwich, chairman of the Senate Finance Committee, and Rep. Antonio J. Pires, D-Pawtucket, chairman of the House Finance Committee, say they expect the money to be included in the final budget. "There's some feeling that especially in the urban areas, (traditional) schools don't seem to be working out all that well," says Lenihan. "This is a different approach, and one that merits some funding." The philosophy behind the Metropolitan Regional Career and Technical Center, or the MET, is that young people can learn more on the job than in the classroom.
