I have been a member of the Board of Regents for less than two years, so perhaps you will permit me a few words of personal background. Before becoming president of New York University in 1981, I was for twenty-two years a Member of Congress, from Indiana, serving throughout that period on the Committee on Education and Labor of the House of Representatives and, during the last ten years, chairing an Education Subcommittee. I served with six Presidents under none!three Republicans: Eisenhower, Nixon and Ford; and three Democrats: Kennedy, Johnson and Carter. I was an active participant in President Johnsons War on Poverty and helped write the Elementary and Secondary Education Act, Job Corps, Head Start, several college student aid measures, the National Endowments for the Arts and the Humanities and was chief author of the measure that created the National Institute of Education, to support research into the processes of teaching and learning.

Following the examples is a list of the RRCs, contact information, and the States and jurisdictions served by each RRC. In the fall of 1993, the Office of Outcomes and Assessment of the Rhode Island SEA was beginning to develop a draft revision of its Statewide Assessment Plan. At that time, the State's Special Education Unit was not part of the draft revision process. However, as the SEA was moving ahead with common core curriculum development, revising the statewide assessment system, and generally promoting a climate of change and access, the Special Education Unit personnel felt they could find a way to participate. NERRC's earliest assistance to the Special Education Unit consisted of providing an "Outcomes-Based Accountability Desk Reference." The Reference is an array of materials that Special Education Unit personnel could use to keep abreast of the latest practices and attitudes regarding large-scale assessments. NERRC also began discussions with Special Education Unit representatives regarding both assessment system characteristics and potential ways that Unit representatives might be able to participate in assessment planning and development.

Most e-mailed stories Edwatch by Julia Steiny: All kids may need special attention 01:00 AM EDT on Sunday, April 24, 2005 On a recent raw March day, I visited Boston's George Conley School to see for myself a school that met its federal targets for "Adequate Yearly Progress" when a whopping 54 percent of its students are in special education. Using federal guidelines, each state set consistent academic targets, Adequate Yearly Progress, or AYP, for all subgroups low-income, minorities in all schools. And across the nation, the most commonly missed target is the one for the special-education students. Conley's principal, Kathleen Armstrong, tapped the table and raised her eyebrows to emphasize: "Even the self-contained kids made AYP." She's referring to those children whose intellectual or emotional challenges prevent them from attending classes with the general population. Conley has two Learning Disabled classes, two for academic remediation, an Early Intervention class for grades 3 and 4, a Primary Transitional class for children not meeting their grade-level benchmarks, and 20 new English language students. So in the numbers-driven world of No Child Left Behind, meeting AYP under these circumstances marks the school as a howling success. And when you walk around the building and poke into calm, happy, on-task classrooms, you see that success has been accomplished within the context of a sweet, gentle culture.

In computers, we have tons of them, and I get tired just trying to keep track of the new ones. But they sure do make it easier to type e-mail messages. It's the same in gifted, and to complicate things, there are another set of acronyms for internet and e-mail users, that get mixed up in our conversation, and you can't tell the gifted lingo from the e-mail lingo. So here's a list, alphabetical of course, of all those nasty acronyms and terms. Enjoy! They have raised uncertainty about what might happen next, increasing stress levels. Nevertheless, there are things you can do to prepare for the unexpected and reduce the stress that you may feel now and later should another emergency arise. Taking preparatory action can reassure you and your children that you can exert a measure of control even in the face of such events. WHAT YOU CAN DO TO PREPARE Finding out what can happen is the first step. Once you have determined the events possible and their potential in your community, it is important that you discuss them with your family or household. Develop a disaster plan together. 1. Create an emergency communications plan. Choose an out-of-town contact your family or household will call or e-mail to check on each other should a disaster occur. Your selected contact should live far enough away that they would be unlikely to be directly affected by the same event, and they should know they are the chosen contact. Make sure every household member has that contact's, and each other's, e-mail addresses and telephone numbers (home, work, pager and cell). Leave these contact numbers at your children's schools, if you have children, and at your workplace. Your family should know that if telephones are not working, they need to be patient and try again later or try e-mail. Many people flood the telephone lines when emergencies happen but e-mail can sometimes get through when calls don't.
