Many of the first European settlers in North America sought refuge from religious persecution in their native countries. Since that time, people of faith and religious institutions have played a central role in the history of this Nation. In the First Amendment, our Bill of Rights recognizes the twin pillars of religious liberty: the constitutional protection for the free exercise of religion, and the constitutional prohibition of the establishment of religion by the state. Our Nation's founders knew that religion helps to give our people the character without which a democracy cannot survive. Our founders also recognized the need for a space of freedom between government and the people that the government must not be permitted to coerce the conscience of any individual or group. In the over 200 years since the First Amendment was included in our Constitution, religion and religious institutions have thrived throughout the United States. In 1993, I was proud to reaffirm the historic place of religion when I signed the Religious Freedom Restoration Act, which restores a high legal standard to protect the exercise of religion from being inappropriately burdened by government action. In the greatest traditions of American citizenship, a broad coalition of individuals and organizations came together to support the fullest protection for religious practice and expression.

Secretary Riley, however, is a strong supporter of continuing efforts by religious and education organizations to find common ground on the issue of religious expression in public schools. The Secretary has said many times before, "Public schools should not be hostile to religion." This document reflects a significant new effort by religious groups to find common ground. Student Prayers Appendix: Organizational Contacts The Constitution permits much private religious activity in and about the public schools. Unfortunately, this aspect of constitutional law is not as well known as it should be. Some say that the Supreme Court has declared the public schools "religion-free zones" or that the law is so murky that school officials cannot know what is legally permissible. The former claim is simply wrong. And as to the latter, while there are some difficult issues, much has been settled. It is also unfortunately true that public school officials, due to their busy schedules, may not be as fully aware of this body of law as they could be. As a result, in some school districts some of these rights are not being observed. The organizations whose names appear below span the ideological, religious and political spectrum. They nevertheless share a commitment both to the freedom of religious practice and to the separation of church and state such freedom requires. In that spirit, we offer this statement of consensus on current law as an aid to parents, educators and students.

This fact was confirmed by Western Christians representing such organizations as Christian Solidarity International and "Glaube in der 2 Welt". The situation whereby millions of people have no access to the Word of God is one of the greatest tragedies afflicting our countries. However, it has come to our attention that Western Christians are alarmed by the existing obstacles to free distribution of Bibles in the USSR. These obstacles are not solely the work of the secular authorities but also, alas, of some of the hierarchs of the Russian Orthodox Church. This comes as no surprise to those who know the truth about the situation of religion in communist countries. As Russian and Baltic Christians, we consider it our duty to do whatever we can to assist the unimpeded, free distribution of spiritual literature in the USSR; therefore, we have formed a Group to Promote Free Distribution of Religious Literature.
