Reelected in 1944, Duplessis refused to cooperate with most of the new social and educational initiatives launched by the King and Saint Laurent governments. He favoured foreign investment, supported the Roman Catholic church as Quebec's chief agency of social welfare and education, and strongly opposed trade unionism. Quebec society was changing dramatically in the late 1940s and '50s. Montreal and other urban centres grew rapidly after the war. A burgeoning French-speaking urban middle class was entering business and the professions. Increasing numbers of students completed high school and entered Canadian colleges and universities. A prolonged and bitter strike by asbestos workers began a period of labour conflict and gave young idealists (one of them Pierre Elliott Trudeau) a chance to combine with labour in a struggle for a free society of balanced interests. A new Quebec was emerging, despite Duplessis's best efforts to keep it Catholic, agrarian, and conservative. At the time of his death in 1959, the province was ready for a change in politics as well.

Jean Charest's cabinet adopted a decree at its cabinet meeting this week that overturns a price freeze imposed by the former Parti Quebecois government in 1998. The freeze was to continue until 2004. Half the price hike would take effect in October, with another three per cent imposed next April. The publicly owned utility requested on Wednesday that the provincial energy regulator approve the rate hike. A decision on the October increase is expected by September 12, following public hearings. Hydro-Quebec said in its application that a rate increase was required because the utility's distribution division is facing a deficit of $425 million this year. October's three-per-cent increase would reduce that shortfall by $65 million. Natural Resources Minister Sam Hamad said in a news release that the goal of the increase is to "depoliticize the debate surrounding the question of electricity rates." Hydro-Quebec president Andre Caille said there must be true transparency in prices so they better reflect energy costs.

The new Liberal government elected in April 2003 wants to renegotiate terms of a deal struck by the previous Parti Quebecois government that provided a 10-year tax break and an interest-free loan of $170 million for the project. "Alcoa cannot continue to invest in a project without a firm agreement with the Quebec government," Jean-Pierre Gilardeau, president, primary metals for Alcoa Canada, said recently. He said an agreement reached with the provincial government in 2002 was called into question by Premier Jean Charest's Liberal government last fall, invoking constraints on the availability of energy. Gilardeau said it was not until last Dec. 4, a few days before the expiry of the original agreement, "that the government let the company know the agreement had to be reviewed on a new basis including job creation with aluminum manufacturing. "In consequence, the government wants to open a new round of negotiations."

Some form of protection for the entire watershed has long been the aim of the APRM and we will be promoting efforts to extend the limits of the proposed protected area. CPAWS-Montreal, together with the UQCN, WWF-Canada, and the Réseau québécois des groupes environnementaux (Quebec environmental network, RQGE), are working in a major collaborative effort to ensure that Quebec meets, and exceeds, its commitment to establish protected areas representative of the province's biodiversity over 8% of its territory by 2005. This year the Quebec government released a final Biodiversity Strategy and Action Plan after public consultation. Reaction from Quebec's environmental community has been quite favourable. Clearly, the presence of the international United Nations Secretariat for the Biodiversity Convention, in Montreal and partially funded by the provincial government has had an impact. Quebec also has the most recently minted of any province's endangered species legislation. (Only Quebec, New Brunswick, Ontario and Manitoba have any legislation to protect species.) Currently, there are only nine listed species, and all plants. While the conservation community expects more plants to be added soon, and potentially two animals, there remains concern that the listing of species is too dependent on political discretion and the governments agenda. All promoters of projects are required to take into account the list of species at risk and submitted to the government authorisation. While the government has created several new protected areas and ecological reserves this year, their progress over-all has been slow. Work is just starting to develop a map based on gap analysis to identify those ecological areas which have been adequately represented in a protected areas system and those which have not. Quebec has received credit though from World Wildlife Fund for its work in marine protected areas, particularly for their draft natural regions framework for the St. Lawrence River and the release of the management plan for the Saguenay-St. Lawrence Marine Park.
