Extractions: November 12, 2001 To become the nation's leading public university, Carolina must be a world university with an international presence that provides students living in a global economy with international experiences. That is our vision. It is critical to understand a proposal to offer our undergraduate business degree to 25 students in the tiny but progressive Middle Eastern nation of Qatar in that context. World events have crystallized the importance of American engagement in places like the Middle East. Sandy Berger, President Clinton's national security adviser, made that point eloquently last week. He called the Qatar proposal exactly the type of initiative needed from our nation's academic community. Expanding our international reach is a priority of the Carolina First fund-raising campaign. Alumnus Alston Gardner just made a remarkable $10 million gift to that effort. It will bring future speakers like Berger, as well as enable students and faculty to study worldwide and improve their understanding of global economies, politics and cultures. For example, 25 undergraduates will study at the National University of Singapore. The Qatar proposal follows a similar path of partnerships that have engaged us in places like Mexico, where we collaborate with a top technology university, and Chile, where we are part of an international consortium building a cutting-edge telescope. Ultimately, every Carolina student should be able to have an international experience.

Extractions: Summary of report Saudi Arabian authorities fired the Editor-in-Chief of Al-Watan, a leading reformist newspaper, yesterday after an influential cleric issued a religious edict calling for a mass boycott of the daily, which is owned by a member of the royal Al-Saud family. Saudi editors at the daily said that Editor-in-Chief Jamal Khashoggi had been sacked on Monday evening, some hours after Sheikh Abdullah bin Abdul Rahman al-Jibrin issued an edict saying the paper had ridiculed "virtuous" people. This followed a campaign launched by the Arabic-language Al-Watan against the powerful religious leaders of the ultra-conservative kingdom, and was seen by many journalists as an indication of a power struggle between the strict Muslim establishment and reform-minded officials. Al-Watan recently published a series of damning articles against the Committee for the Promotion of Virtue and Prevention of Vice, the so-called religious police in Saudi Arabia, which enforces the kingdom's austere brand of Islam. Khashoggi is regarded as a leading reformist voice in Saudi Arabia. He wrote several editorials condemning religious extremism after the suicide bombings that killed 34 people in Riyadh this month. Like other media in Saudi Arabia, Al-Watan follows strict Government guidelines on its editorial content. It is owned by the son of Foreign Affairs Minister Prince Saud al-Faisal.

Qatar's willingness to engage in political brinkmanship has given the country, on a small peninsula in the Gulf, influence in the region far beyond its diminutive size. That growing influence also could have given terrorists ample reason to stage the attack Saturday, the second anniversary of the Iraqi invasion. Qatar is home to the largest U.S. air base in the Middle East, outside of Iraq, and is currently developing a large American naval base as well.

Khalifa ibn Hamad Al Thani, ruler of Qatar Courtesy Embassy of Qatar, Washington The 1970 provisional constitution (sometimes called the basic law) declares Qatar a sovereign Arab, Islamic state and vests sovereignty in the state. In fact, sovereignty is held by the amir, but, although he is supreme in relation to any other individual or institution, in practice his rule is not absolute. The constitution also provides for a partially elected consultative assembly, the Advisory Council. The first council's twenty members were selected from representatives chosen by limited suffrage. The size of the council was increased to thirty members in 1975. Among the council's constitutional prerogatives is the right to debate legislation drafted by the Council of Ministers before it is ratified and promulgated. The amir is also obliged to rule in accordance with Islamic precepts, which include fairness, honesty, generosity, and mutual respect. Islamic religious and ethical values are applicable to both the ruler's personal life and his rule. Thus, the ruler must retain the support of the religious community, which often asserts itself in such areas as media censorship, education regulations, and the status of women.

The state political organs include the ruler, the Council of Ministers, and the Advisory Council. The ruler makes all major executive decisions and legislates by decree. The constitution institutionalizes the legislative and executive processes in the functions of the ruler, in effect formalizing his supremacy. Among the ruler's constitutional duties are convening the Council of Ministers, ratifying and promulgating laws and decrees, commanding the armed forces, and appointing and dismissing senior civil servants and military officers by decree. The constitution provides that the ruler possess "any other powers with which he is vested under this provisional constitution or with which he may be vested under the law." This means that the ruler may extend or modify his powers by personal decree.
