Milam We're told we should be celebrating the 30th anniversary of National Public Radio this month, but for many of us who love radio, and what it can do, and what it can be, I suspect it won't be much of a celebration. It'll probably be more like a wake. National Public Radio was set up in 1972 as a national, noncommercial radio network that would, in the words of its founding charter, "serve groups whose voices would otherwise go unheard." And for its first few years, it did exactly that. I remember lying in bed, listening to a talk on NPR one afternoon, sometime in 1979 or 1980. It was one of those programs that move the heart, that make chills go up and down one's spine doing exactly what radio does best. It was the rebroadcast of a speech that Joan Baez gave to the Washington Press Club, which told of her visit to a children's ward in a hospital in Hanoi. It was a gentle, poignant description of what our bombs had done to the young and the helpless and the innocent of Vietnam.

Extractions: IREX Assists Development of the Montenegrin Public Service Broadcaster January 2005 A US team at work : Aaron Schwoebel (US Consulate in Podgorica, left), Dora Plavetic (USAID) and Joe Raffelberg (IREX) help shape Media Legislation at a workshop in Podgorica Through an unprecedented, transparent and inclusive media law reform process, due in large part to the technical assistance and media expertise provided through the auspices of the Montenegro Independent Media Program (MIMP), the Montenegrin civil society has replaced the government at the helm of Radio and Television of Montenegro (RTCG). The emerging public service broadcaster, which was formerly operated by the government, still has various obstacles to overcome but its achievements to date enable Montenegro to serve as a model for the transformation of state-owned media in the region. The independence of the public broadcaster RTCG goes far beyond what exists in neighboring countries where governments and political parties still have decisive control or influence. Over the course of a number of public roundtable discussions, participants in the reform process quickly agreed upon a few core principles: the state should not run or control any media, and political parties should not have any influence on the media, which serves as the main vehicle for free speech and expression. Consequently in a first policy paper, representatives of private media and civil society demanded an independent council for the regulation of the broadcast industry, as well as a truly public service broadcaster free from political influence.
