Extractions: Proposed Action For many U.S. soldiers, the fighting does not end on the battlefield. Many returning military personnel face sleepless nights, heightened anxiety, and sudden flashbacks that seem to transport them instantly back to the horrors and dangers of combat. Thousands of returning soldiers are struggling with Post Traumatic Stress Disorder (PTSD), depression, substance abuse, social withdrawal, and unemployment. As these problems are increasing throughout the armed forces, there is a critical need to expand mental and behavioral health services. Recommended Funding Vehicle The recommended funding vehicle for the proposed D-GPE program is the FY 2006 Military Quality of Life and Veterans Affairs Appropriations (Defense Health Program). Funds are envisioned to flow through Fort Detrick to the Henry Jackson Foundation (HJF), a not-for-profit organization dedicated to improving military medicine and public health. Since 1983, HJF has helped military personnel conduct quality medical research and education programs. With this extensive experience, HJF is envisioned as the ideal organization to administer grants to military and VA psychology programs to help meet the mental health needs of our returning troops. The APA has cultivated the support of these institutions as well as the leadership of HJF for this proposed program, and has discovered there is substantial support and precedent for this type of funding arrangement.

Common disabilities in this population include attention deficit hyperactivity disorder (ADHD), learning disabilities (LD), developmental disabilities (DD), depression, conduct disorder, post-traumatic stress disorder (PTSD), and anxiety. Research demonstrates that a high proportion of youth in the corrections system have never been identified as having a disability or have been misidentified (EDJJ, 1999). Consequently, many children and their families have not had the necessary assessments, or the academic, social, or psychological interventions that could have resulted in positive family interaction and change. In addition, advocates report two significant trends among youth that receive special education services: 1. Schools are increasingly referring youth with disabilities to the juvenile justice system. The Individuals with Disabilities Education Act (IDEA) has provisions related to youth with disabilities in the juvenile justice system. 2. There is a lack of appropriate special education services for youth in correction settings.
