These are important issues for a very vulnerable group of children. We very much appreciate the Committee's efforts to improve this system, and the lives and life outcomes for these children. The Education Law Center (ELC) and Juvenile Law Center (JLC), both public interest law organizations, have been working for decades to ensure that children in foster care receive quality public education services - and it has been an uphill battle. In the mid-1980's, through litigation, the Education Law Center invalidated a state law that permitted school districts to refuse to admit foster children whose parents lived elsewhere. But, as we continued to hear from foster families and caseworkers, that did not eliminate all of the problems. With the assistance of the Juvenile Law Center, in 2002, ELC released Lost in the Shuffle, a report which described the barriers these children were experiencing. As a result of that Report, the Department of Education has made some important reforms which will be discussed later. We are now looking to the Pennsylvania Legislature and OCYF to take the next steps.

Meetings are after school until 4:30 on Tuesdays in the Media Center, and a new broadcast is aired every other Friday during homeroom on channel 14 and during all lunches in the 9/10, 11/12, and 9/10 overflow cafeterias. The Broadcast Del Val news team consists of reporters, videographers, and anchors. Reporters often go on location to games and other events at various times throughout the week. In addition to the weekly news broadcast, Broadcast Del Val also produces special reports on events such as Homecoming and the Relay for Life, as well as other projects for various departments and teachers at DVHS. Directions Each student enrolled in the High School program of the Scranton State School for the Deaf follows an Individual Education Plan (IEP) designed to meet his or her learning style and needs. The mission of the school, "to enable and empower each enrolled student to reach his/her full potential," is the ultimate goal of the high school program. It is implemented in an environment of free-flowing communication using sign language supported by other modes as may be deemed appropriate for the individual student. The assumption of a responsible and productive role as an adult in our society is expected of every graduate of SSSD. For students to earn a diploma, a full academic course of study is available throughout the span of the four year high school program. Students must complete a minimum number of credits in required courses, as outlined by the Pennsylvania Department of Education, as well as take a variety of elective classes. The curriculum offered includes the basic such courses such as: English/Language Arts Art Classroom instruction is supplemented by computer-assisted instruction, distance learning, work study opportunities, involvement with community projects and cultural events. Students may prepare for transition to higher education, vocational training, the workplace or perhaps a sheltered workshop, or a community living arrangement upon graduation. In addition, school life is enhanced with such extra curricular activities as: yearbook, Senior Class Activities, Junior National Association of the Deaf, Student Body Government, trips to cultural events such as theater in New York City, and drivers education. Involvement with the annual bridge building contest, investment portfolios and the Lackawanna River Corridor enhance the daily academic program by participation in the world beyond the classroom. The Scranton area is home to two universities and several colleges. These also provide venues for additional academic and cultural experiences for the students of SSSD.

Extractions: Countdown for the release of the new Internet Report: The purpose of the April 2005 retreat was to help the Annenberg School frame a major new initiative looking at the ways in which on-line communities are changing the fabric of our social, political and economic lives, and to plan the research, courses, events and outreach of this program. During the retreat, participants focused on current on-line communities and examined how they evolved and are different from off-line communities. Sessions looked in detail at existing communities (Friendster, craigslist, for example) and, through discussion with their leaders and organizers, helped participants gain an understanding of the unique role of the on-line world.
