Extractions: March 30, 1998 Good morning, and thank you for the opportunity to share with you today my perspectives on "what works and whats wasted" in education today. I am Eugene Hickok, Secretary of Education for the Commonwealth of Pennsylvania. CHARTER PUBLIC SCHOOLS WORK: In June 1997, Pennsylvania became the 28th state to enact a law allowing the creation of charter public schools. Today, we have nearly 1,000 students enrolled in the six charter schools operating in the Commonwealth. An additional 25 charter schools are slated to open next fall. Charter schools work because they put communities not bureaucrats in charge. Parents, educators and other local leaders work side-by-side to custom design programs that suit local needs. And, one of the most important features of a charter public school is that if it is not "working," the community can revoke the charter and the school will close. Charter schools work because we have relieved them of many onerous mandates. We must diligently work at both the state and federal levels to ensure that this exciting new concept is not choked by prescriptive strings and stifling regulations. Indeed, I believe that these new schools can serve as a model of innovation and efficiency for our traditional public schools.
