Prior to our airline beginning service, there had been no direct service from Australia to Palau. Palau is served by scheduled service to Guam then Palau on Continental Airlines, from Taiwan by Far Eastern Air Transport, and regular charter flights from Japan by Japan Airlines. Continental has one flight a week from Manila to Palau. In 2001, I began to discuss the concept of starting up a commercial airline in Palau with the specific difference that this airline would be majority owned by Micronesians, based here in Palau and focused on being an airline who believed that its primary constituency were the people of Micronesia. Instead of having a perspective of using the area as transit points for people from other areas, the new airline would focus on convenient times and reasonable air fares between the various Micronesian main islands and also identify foreign gateways that were underserved or not served at all from and to Palau. Carbon dating of ancient habitation sites shows that the Rock Islands were settled by at least 1000 BC. These early Palauans developed fairly complex matrilineal and matriarchal social systems, wherein money and property were inherited by women though owned by the clan. The first European to sight Palau was probably Ruy Lopez de Villalobos of Spain in 1543. Spain claimed the islands in 1686 but did nothing to develop or colonize them. It wasn't until 1783, when English captain Henry Wilson shipwrecked on a reef off Palau's Ulong Island, that any significant contact between Palauans and Westerners began. Wilson was aided by Koror's chief, Ibedul, who helped rebuild the ship and then sent his son, Prince Lebuu, back with the sailors to be educated in England. Although Lebuu died of smallpox shortly after arriving in London, his presence there touched many Britons and piqued their interest in Palau. The country soon became Palau's main trading partner and remained so for over 100 years, until the Spanish returned and expelled them in 1885. Spanish missionaries introduced Christianity and a written alphabet to Palau before Spain sold the country to Germany in the wake of the Spanish-American War. Germany took control in 1899 and immediate set about curtailing the devastating effects of Western diseases on the local populace. They then forced the Palauans into servitude while setting up coconut plantations and other business ventures.

As President Nakamura explains in his interview with PIM, the long-lasting court case between a consortium of banks and Palau has been settled satisfactorily. The banks sued over a dubious loan made 10 years ago, which, with interest, would have crippled the newly independent state with a debt of somewhere in the region of a $100 million. The case had been bouncing between the State and Federal courts in New York for the past 10 years until the President intervened in 1993. Successive Palauan governments tried to get their hands on the funds that would be available under the Compact of Free Association with the US, but Washington was adamant the non-nuclear provisions had to go first. Vote after vote failed to raise the 75 percent majority needed to overturn the constitution until last year when the clause specifying the 75-percent was amended by referendum to allow a simple majority. After Spanish, German, Japanese, and American rule, one of the most colonised territories in the world now seems set for a prosperous independent future. The Compact assures a once off payment of $190 million, and then annual payments of $18 million for 14 years, which per capita for the estimated 15,000 inhabitants must make it the most heavily aided country in the world.
