    Extractions: (From At the Crossroads - Winter 2003 Critical Issues Oregon’s commitment to providing a free public education for all its children started in the 1830s when Oregon pioneer John Ball opened the first school for “half-blood” children of fur trappers who frequented Fort Vancouver. That commitment to a free public education, with local control and permanent funding, was written into territorial law by the Rev. George Atkinson in 1849 and became a part of the Oregon Constitution in 1859. Oregonians at that time not only provided for “a uniform, and general system of Common schools” (Article VIII, Section 3), they also established a mechanism to pay for those schools the Common School Fund. The Common (Irreducible) School Fund (Article VIII, Section 2) provided for the distribution of income to school districts from the sale of land given to the state by the federal government. According to the 1868 Report of the Board of Commissioners for the sale of school lands and the management of the fund: “If the state school lands are all sold, and the funds carefully managed, in a few years it (the Common School Fund) will fully support a free public school system.”

In the House, Representative Susan Morgan (R-Myrtle Creek) carried the bill and spoke about how the House had increased the funding for higher education above the level recommended by the Governor, including lowering tuition for undergraduate students, and providing for a faculty recruitment and retention fund. The floor discussion (by both proponents and opponents) centered on the need for more money for higher education. In the Senate, there was considerably less discussion on the higher education budget bill with only Senator David Nelson (R-Pendleton) speaking against the bill, arguing that it didn’t provide enough funding for higher education. Senator Richard Devlin (D-Lake Oswego), and chair of the Senate Education Budget Subcommittee, outlined how the Senate Committee had improved funding for Oregon’s universities and provided for a reduced tuition level in his speech urging members of the Senate to support the bill. SB 5603 was approved by the Senate on a vote of 20 to 8 with Senator Jackie Winters (R-Salem) excused. Those voting against the bill were: Senators Atkinson (R-Central Point), Beyer (R-Molalla), Ferrioli (R-John Day), George (R-Newberg), Kruse (R-Roseburg), Morse (R-Corvallis), Nelson (R-Pendleton), Starr B. (R-Hillsboro), Starr C. (R-Washington County), Westlund (R-Bend), and Whitsett (R-Klamath Falls).

    Extractions: Oregon - City History Oregon was once part of the Great Black Swamp. The swamp area was rich with oak, hickory, ash, walnut, elm and maple trees. This led to the establishment of numerous sawmills and settlements. The harvested forests created rich farmland, but the area remained swampy and there was a need for storm drainage. Major ditches, usually along roadways that followed the path of old Indian trails, were constructed. These ditches continue to provide storm drainage today carrying storm water into Maumee Bay. The first government was Oregon Township, formed in 1838. The land was surveyed and there were public sales for settlements. The area that was the township, is now the City of Oregon, which is bounded on the west by the City of Toledo, the North by Maumee Bay/Lake Erie, on the east by Jerusalem Township (Lucas County) and on the South by the City of Northwood (Wood County). In 1856 the township took ownership of two cemeteries which remain owned by the City today. The 1800's and 1900's saw the development of an extensive rail system. The Port of Toledo began operations on the south bank of the Maumee River in the early 1800's and developed port operations on the Maumee Bay in Oregon in 1955. These operations continue in the Northwest area of the City. Because of the water, rail, and surface transportation access that was available in the City, two major refineries, British Petroleum (BP) and Sun Marketing located in Oregon around the turn of the century. These two refineries have historically been two of the City's largest employers..

OTRM focuses on two objectives: Teacher Shortages: During the first four years, the project will expand the state's capacity to address critical teacher shortages through new recruitment strategies and alternative pathways to teaching by enrolling 50-60 teachers per year for four years into the five universities' various pathways to licensure, for a total of 200-240 by the end of the project. ($5,000 tuition assistance scholarships will be provided to students who agree to teach in a high-need school for at least three years.)
