State Commission Information Alabama Ala. Code The Alabama Education Study Commission is designated as a standards on excellence commission. The commission is currently responsible for examining the public elementary and secondary schools and making an annual report on the status of public education. The Commission examines the required courses, testing programs for teacher candidates, promotion and retention standards, student assessment programs and the performance-based accreditation standards, as well as overall compliance under The Alabama Education Improvement Act of 1991 (Acts 1991, No. 91-323), and reports its findings to the governor, legislature and the state board.

At the hearing, T.S. alleged that the school district had denied him a FAPE because his IEP did not identify a weakness in his typing skills and did not address his preferred modifications for his English and horticulture classes. Reed found in favor of the school district, and T.S. appealed. In April 1999, the appeal officer affirmed Reed's decision. He held that T.S.'s IEP was appropriate, needed no modification and exceeded the school district's obligations under the IDEA. Although he had a right to do so

She loves teaching and doesnt mind living meagerly on a teachers salary because she provides her grandchildren a home, her mother medical care, and herself a fulfilling career. However, the trials she faced over the last three years almost cost her everything. It began with a complaint that she improperly administered the state test from parents whose child had been recently disciplined. Before she knew what was happening, the State Department of Education sought to revoke her teaching certificate with a number of specious allegations. Joann contacted OEA and our Legal Department intervened. We represented Joann during a nine-hour hearing, after which the Hearing Officer ruled in Joanns favor, holding she did not intentionally violate regulations. Joann was relieved and hoped her ordeal was over. Unfortunately, it was far from finished. The State Board overturned the Hearing Officers ruling, without explanation, and suspended her certificate into the school year, ensuring termination. Our office sued the Board and obtained an injunction so Joann could continue working until trial. The matter was ultimately tried in July 2002, and the court ruled for Joann, ordering the Board to provide her with a new hearing.
