To have the opportunity to work with limited- resource families, however, Extension must first reach them. Because limited-resource clientele are not a traditional Extension audience, and given the characteristics of the limited- resource family, traditional programming approaches are not appropriate. Does Cooperative Extension have a role in addressing the specific needs of these families? The experience in Oklahoma has convinced us that the answer is yes. This article reviews three tenets of successful programming outreach to limited-resource families: understanding the audience; expanding education through volunteers; and networking with community agencies. These tenets of community-based adult education may also apply to Extension programming with other nontraditional groups.

Initially this program used volunteers. In 1991, an Extension Service/U. S. Department of Agriculture Youth-at- Risk grant enabled one county to employ trained home visitors. Oklahoma Child Abuse Prevention funding, instituted in 1991 through the Oklahoma Department of Health, enabled Oklahoma State University to employ home visitors in additional counties. In 1992, Healthy Families Oklahoma evolved through a statewide collaboration initiated by the Oklahoma Cooperative Extension Service and the Oklahoma Committee to Prevent Child Abuse. At the national level, the National Committee to Prevent Child Abuse and the Cooperative Extension Service submitted a proposal to the W.K. Kellogg Foundation to develop pilot programs around the country using the Healthy Families America model. Pottawatomie County was selected in 1994 as one of the three national pilot sites funded. Additional grants, available in 1996 from federal Family Preservation and Support and Office of Child Abuse, expanded the Healthy Families program. Currently, Oklahoma State University operates Healthy Families programs in ten counties. There are a total of nineteen Healthy Families programs statewide.

Following is a summary of those for the year 2003. Every year, January brings the Oklahoma Trash Poster Contest, headed up by Joanne Orr, director of Oklahoma Department of Transportation's Beautification Division. Through our sponsorship, our name is printed on 30,000 calendars with all of the contest winners' posters and 10,000 posters. These are distributed to all schools and libraries in Oklahoma, as well as at a variety of events. We also sponsored the iron on printing of the winning posters on at-shirts for the OK County winners. In February, the Oklahoma Association for Environmental Education (OKAEE) held the annual EE Expo in Stillwater. The theme was, "Looking through Multiple Lenses at Environmental Education." Tracks provided were Oklahoma's biodiversity, educating for diversity, and cultural and community diversity. Sierra Club provided $50 stipends each for eleven teachers to pay substitutes while attending the event. In December, we paid for the printing (on kenaf) of the brochures for the 2004 conference coming up Feb. 7. Website:
